How is an honest businessman supposed to compete with someone who has bought off the local party official?<br /><br />This inculcates a mentality of "make as much money as possible right away before things change". It is truly poisonous and does not even begin to account for the notion that cheating the <i>qai loh</i> is almost a racial duty.<br /><br /><i>I've read that the Three Gorges Dam is way below standard.</i><br /><br />You can only dump so much extra fly ash into concrete before it stops crystallizing properly. <a href="http://journal.probeinternational.org/category/three-gorges-probe/cracks-in-three-gorges-dam/" rel="nofollow">Cracks up to three meters long</a> have appeared, not only on the dam's face, <i>but its upstream face as well</i>.<br /><br />China's reputation for large scale civil hydro-engineering was already diminished when, during the 1975 monsoons in Henan Province (home to the <i>world's largest medically caused AIDS epidemic</i>), some 60 dams breached resulting in flooding, epidemics and famines that killed over 150,000 people.<br /><br />Almost half (40,000) of China's 87,000 reservoirs are past their design lifetime. This puts at risk 25% of Chinese cities plus vast expanses of rural agricultural areas as well. The Three Gorges dam has a back-fill that extends 375 miles through numerous different seismic zones. Additionally, some areas being inundated have not been exposed to water <i>since the last ice age</i>. Steep canyon walls are becoming saturated and then undergo massive slip-type landslides which abruptly deposit thousands of tons of soil and debris into the reservoir.<br /><br />These avalanches send <i>destructive "tidal" waves</i> that slam into the upstream dam face. Additionally, there is a huge drought going on right now which has closed a 115 mile stretch of the waterway (which carries 80% of China's internal shipping) to river navigation stranding hundreds of vessels, cut power generation and interfered with drinking water and irrigation supplies.<br /><br />Some 75 million people live downstream with at least two million who are directly in the path of any inundation resulting from the dam's failure. Again, there are 9.43 <i>cubic miles</i> of water weighing 43 billion tons backed up behind an engineering project that is now famous for shoddy construction.<br /><br />Besides the larger fissures there are also 80 hairline cracks as well. Rumors have it that one crack was a hand's width and ran from top to bottom of the dam face. Not only has corruption contributed to cut corners and substandard engineering, now in its nearly twentieth year of construction, upwards of $80 billion in building costs have seen administrators make side investments and illegally divert funds into stock or real estate purchases which could compromise the dam's budget. As it is, almost 100 individuals related to this project have already been convicted of corruption in Chinese courts and some 12% of its funding has been misappropriated.<br /><br />Finally, there is the issue of hydrologically caused earthquakes. Frequently the result of rapid draw downs during times of drought or to prevent catastrophic failure.
