They know the tradition. The minimum is to at least make an attempt to dress up in some sort of costume. I've even seen a black woman drive into my neighborhood on Halloween night and let loose a carload of black kids without costumes to ask for candy. The only time that my neighborhood has large numbers of black people in it is when the candy is being handed out.
