Recidivism -- The Case of Civil Rights Hero Alan Jerome Crotzer

PK NOTE: Tomorrow, a new war begins. Tomorrow, we join forces with Black-Run America (BRA) in a way you won't see coming.

One day, far from now, a college will proudly boast the name James Q. Wilson University. Today is not that day.

Today, a Civil Rights hero like Mr. Alan Jerome Crotzer would have a school - perhaps an elementary or middle school - named after him, replacing some dead white male whose name once adorned that same school. What did Mr. Crotzer do? Try this (DNA frees innocent man after 24 years, January 24, 2006):
A US man who spent 24 years behind bars was freed today after DNA testing and other evidence convinced prosecutors he was not involved in the robbery and rapes that led to his 130-year sentence.
Alan Crotzer, 45, was freed more than three years after he wrote to the Innocence Project in New York, a legal clinic that works to exonerate inmates through DNA testing.
Crotzer had been sentenced to 130 years in prison for a 1981 robbery and two rapes.
"It's been a long time coming," Crotzer said. "Thank God for this day."
Well, Mr. Crotzer 15-minutes of fame, fortune, and adulation as a Civil Rights hero is up (Man freed after 24 years in prison arrested on attempted murder charges, July 31, 2012):

A Florida man who successfully won $1.25 million for being wrongfully jailed is now being accused of attempted murder.

Tallahassee police late Monday arrested 51-year-old Alan Jerome Crotzer.

Crotzer is accused of shooting into a car that he was driving next to Sunday in Tallahassee, striking Antoine Davis in his arm and leg.
Davis told police Crotzer threatened him a couple of months ago after they had an argument over a CD he sold Davis' girlfriend.
As he was leaving a Best Buy store, Davis saw Crotzer's car.

Crotzer pulled up to him and fired through an open passenger window while both cars were going about 40 miles per hour, police said. Police found Crotzer based on a description of his car and he was arrested Monday after Davis picked him out of a police lineup.
Crotzer spent more than 24 years in prison on charges of burglary, robbery and rape. He was freed after DNA evidence showed that he had not committed the crime.

The Florida Legislature in 2008 approved a bill that paid Crotzer $1.25 million for his time spent in prison. The measure also guaranteed Crotzer free tuition to any college or university in the state.

Crotzer is on the board of directors of the Innocence Project of Florida.

The executive director of the group would not comment on Crotzer's arrest and referred all questions to his attorney.
Who buys CDs anymore (well, unless its a certificate of deposit)?

Mr. Crotzer - a true Civil Rights hero the children of Florida no doubt learn about in school - is obviously the real victim here. Let's hope he stays on as executive director of the Innocence Project of Florida, despite heading back to jail.

Last time he went there, he collected not just $200 after passing "Go"... but $1.25 million. Perhaps this time, he can pay the state back.

Weaponized Equality

PK Note: Forgot to publicize this exclusive post over at Vdare on the Chick-Fil-A, Coca-Cola, and Cobb County. The battle was over long ago; but the war is just about to begin.

It dawned on me reading Lawrence Auster's piece, The next frontier—racially equal outcomes in school discipline, that we are witnessing the "last gasp of the Harvard establishment."

Equality has been weaponized, jeopardizing the health of students and classrooms across America -- all in the name of the continued promotion of Black-Run America (BRA). Last year we wrote the Department of Education and the state of Michigan's war on - well - nature with the entry Black Privilege articulated in One Article: Grand Rapids Public Schools punished for punishing Black Students Disproportionately. We wrote:
That school systems are now punished for punishing Black students that act out in class because they can’t follow the same rules that white and Asians students have no problem following is a cause for federal involvement.
Never mind that in such diverse geographic areas as Charlotte, Seattle, Chicago, and Delaware that the one constant variable in school discipline is a propensity for Black students to be overly represented in those suspended.

This could never explain why the proficiency of Black male students was found to be much lower than anticipated, right?

The federal government will soon require every school system to be cognizant of Black student’s proclivities for not abiding by the rules governing proper behavior. Their rebellion will be a state-sanctioned form of self-expression.
Now, The Daily Caller reminds of just how far the idea of "Black Privilege" has come in a year (Obama backs race-based school discipline policies, Neil Munro, July 27, 2012):
President Barack Obama is backing a controversial campaign by progressives to regulate schools’ disciplinary actions so that members of major racial and ethnic groups are penalized at equal rates, regardless of individuals’ behavior.
His July 26 executive order established a government panel to promote “a positive school climate that does not rely on methods that result in disparate use of disciplinary tools.”
“African Americans lack equal access to highly effective teachers and principals, safe schools, and challenging college-preparatory classes, and they disproportionately experience school discipline,” said the order, titled “White House Initiative On Educational Excellence.”
Because of those causes, the report suggests, “over a third of African American students do not graduate from high school on time with a regular high school diploma, and only four percent of African American high school graduates interested in college are college-ready across a range of subjects.”
“What this means is that whites and Asians will get suspended for things that blacks don’t get suspended for,” because school officials will try to level punishments despite groups’ different infraction rates, predicted Hans Bader, a counsel at the Competitive Enterprise Institute. Bader is a former official in the Education Department’s Office for Civil Rights, and has sued and represented school districts and colleges in civil-rights cases.
“It is too bad that the president has chosen to set up a new bureaucracy with a focus on one particular racial group, to the exclusion of all others,” said Roger Clegg, the president of the Center for Equal Opportunity.
“A disproportionate share of crimes are committed by African Americans, and they are disproportionately likely to misbehave in school… [because] more than 7 out of 10 African Americans (72.5 percent) are born out of wedlock… versus fewer than 3 out of 10 whites,” he said in a statement to The Daily Caller. Although ” you won’t see it mentioned in the Executive Order… there is an obvious connection between these [marriage] numbers and how each group is doing educationally, economically, criminally,” he said.
The order created a “President’s Advisory Commission on Educational Excellence for African Americans.” It will include senior officials from several federal agencies — including the Departments of Education, Justice and Labor — which have gained increased power over state education policies since 2009.
The progressives campaign for race-based discipline policies also won a victory in Maryland July 24.
The state’s board of education established a policy demanding that each racial or ethnic group receive roughly proportional level of school penalties, regardless of the behavior by members of each group.
The board’s decision requires that “the state’s 24 school systems track data to ensure that minority and special education students are not unduly affected by suspensions, expulsions and other disciplinary measures,” said a July 25 Washington Post report.
“Disparities would have to be reduced within a year and eliminated within three years,” according to the Post.
The state’s new racial policy was welcomed by progressives, including Judith Browne Dianis, a director of the D.C.-based Advancement Project. “Maryland’s proposal is on the cutting edge,” she told the Post.
Dianis’ project is also a law firm that litigates race-related questions, and it gains from laws and regulations that spur race-related legal disputes.
“The combination of overly harsh school policies … has created a ‘schoolhouse-to-jailhouse track,’ in which punitive measures such as suspensions, expulsions, and school-based arrests are increasingly used to deal with student misbehavior,” claimed the group’s website.
This “is a racial justice crisis, because the students pushed out through harsh discipline are disproportionately students of color,” the group insisted.
The administration had previously advertised its support for the campaign to impose race-based discipline policies.
In February, Attorney General Eric Holder claimed that “we’ve often seen that students of color, students from disadvantaged backgrounds, and students with special needs are disproportionately likely to be suspended or expelled.”
“This is, quite simply, unacceptable. … These unnecessary and destructive policies must be changed,” he said in his speech, given in Atlanta, Ga.
Weaponized Equality. If you can't close the racial gap in achievement with billions, trillions, perhaps quadrillions (toss in the opportunity costs wasted over the past fifty years, that dollar amount adds up quick) of dollars and man-hours in labor attempting to teach the unteachable, perhaps, just perhaps the only way to obtain educational equality is to stunt white students development by realizing that merely their showing up to school dripping with "white privilege" is a cause for disciplinary actions in BRA.

We Marched for This?

Dogs protecting civility then; Black crime destroying civilization in Birmingham now
The Civil Rights movement, we are told, represents the watershed moment in world history where good triumphed over evil (read In Birmingham, They Love the Governor). Really, all the Civil Rights era represents the weaponization of equality (we'll just call it weaponized equality) -- meaning, every failure by Black people after the evil world of segregation was firmly supplanted can only be placed on the lingering vestiges of inequality, requiring the allocation of billions of federal tax dollars to remedy the problem.

That, and a radicalized Department of Justice and EEOC stalking the land for any sign - real, imaginary it doesn't matter - that Jim Crow might be trying to make a comeback.

Well, down in Birmingham, the only thing "coming back" is a vicious reminder of why Jim Crow was necessary to begin with, especially the allocating of law enforcement the ability to make examples of the criminal in very public manners as a way to deter crime.

Please remember that Birmingham is now 71 percent Black and Birmingham Public Schools have a student body population that is 98 percent (virtually every student receives a free/discounted lunch) Black, and enjoy this article from the dying Birmingham News - white people no longer read this paper, save for the Sports section, for it is a running tally of the Black crime and Black dysfunction they left behind for the safe suburbs of Vestavia Hills, Mountain Brook, and Hoover - illustrates why men like Bull Conner and George Wallace will one day be recognized as prophets, men who dared warn of what weaponized equality would produce
(Birmingham area teens' violent crimes alarming to law enforcement, July 29, 2012, Carol Robinson):
Artavius Underwood and Reginald Mims sit in the Jefferson County Jail charged with capital murder as adults along with their 17-year-old friend, Rashad Stoves.
Investigators say the three teens brutally murdered five people in an Ensley house in January, but they are not the only local youngsters locked up and awaiting trial for violent crimes most often linked to more seasoned suspects.
The number of teens charged with violent crimes is alarming, local law enforcement officials say. Forty-four teenagers -- kids between the ages of 13 and 17 -- were arrested in the first half of 2012 in Birmingham and unincorporated Jefferson County for the crime of robbery.
The acts and ages of the perpetrators are disturbing, says Jefferson County Chief Deputy Randy Christian.
"Combine a gun with lack of maturity, a devil-may-care attitude, lack of respect for life, and tragedy is what you get," Christian said. "We have to find a way to interrupt the cycle."
In the first six months of this year, Birmingham police arrested 39 teens ages 13 to 17 for robbery. Of those, 37 were robberies of people, and two of businesses.
Six teens were arrested for murder, one for attempted murder, 17 for felony assault and 11 for rape.
In May, three teens ages 14 and 15 were arrested in a violent holdup at a west Birmingham store. The teens, wearing masks and brandishing a gun, burst into Frank's Wireless on Bessemer Road and one of them almost immediately opened fire. No one was injured.
In June, two 17-year-olds and a 16-year-old were charged in the deadly drive-by shooting of 16-year-old Brandon Dozier. Also in June, a Birmingham man was shot dead in the street. The 16-year-old who fired the shots was cleared when the district attorney said the shooting was clearly in self-defense.
"We are extremely concerned with what we have seen as a community regarding serious juvenile crime," said Birmingham Police Chief A.C. Roper. "We've researched it, but interestingly enough, most experts cannot pin the cause on any single factor."
The white citizens of Birmingham once stood firmly opposed to Black-Run America (BRA), knowing that handing power over to Black people would unleash forces so indescribably destructive that the Black political class would refuse to try and stop wave after wave of Black crime and instead place the blame on whites who left (obviously so they could safely raise their children in suburbs with no Black people crime and no Black classmates good schools). By white people leaving Birmingham, they took the jobs away too (why Black people can't start business and maintain thriving economies is not up for debate); and the good schools; and the safe streets; and the working government; and the tax-base.

But wait: reading the piece above, you wouldn't know it was a Black crime problem that plagues Birmingham (unless you had taken a crash-course in unfortunate Black first names). Unless you watched The First 48, that A&;E TV show seemingly shooting exclusively in The Magic City.

To quantify the Black crime problem in Birmingham, you'd have to read Ed Velacso's May 2010 story in The Birmingham News (The killing years, Part One: Accused killers in the Birmingham area, and victims, often under age 25):
When people are murdered in Jefferson County, chances are the killer was a male under 25 using a gun.
More than half of the accused killers in the county were 24 or younger, according to a Birmingham News analysis of homicides from 2006 through 2009.
Nine times out of 10, the victims were shot to death.
The percentage of homicides with defendants under age 25 who used guns in Jefferson County substantially exceeds the national average, statistics show.
In Birmingham, where nearly three-quarters of the county's murders occurred, the disparity was even worse from 2006-2009.
Ages 16 through 24 are the killing years here.
That age group comprised 56 percent of the accused killers in Birmingham and 54 percent across the county those four years.
"My wife's brother also was murdered in Birmingham," he said. "I don't know many cities where the chief and the chief's wife have both lost siblings to murder in that city."

The toll was especially harsh on black families. A substantial number of young black men in the city and county wound up in prison or a coffin.
Statistics show:
  • Black males were 80 percent of the homicide defendants in majority-white Jefferson County and 89 percent in majority-black Birmingham. The national average was 57 percent.
  • More than 70 percent of the victims in Birmingham were black males, versus 43 percent nationwide in 2007, the only year a comparison was possible.
  • Guns were used in 86 percent of Birmingham homicides, and 83 percent in the county as a whole, versus 68 percent nationwide. Birmingham's rate is higher among defendants ages 16 through 24.
What happened after the cameras left Birmingham, and the media packed its bags, heading back north after the photos and video damning the white southerners had been broadcast to the rest of the nation and the world, strategically showcasing snarling dogs and hoses?

Birmingham in 2012 represents the great victory of Civil Rights and weaponized equality; we get to see a great city fall completely apart with 100 percent Black political control and not one person may publicly state the problems in The Magic City are the results of that Black control (or, in the case of high crimes, lack of Black self-control).

What Happened When the Cameras Left: Birmingham will be available Christmas 2012. The next project of SBPDL is a look at what happened to those cities that were the first to fall to weaponized equality; the first to fall victim to the Civil Right's movement.

And this time, it won't just be a book: there will be a 20-minute documentary (videos are the future, or so I'm told).

Separate and Unequal: Education Parody

PK NOTE: A new war lingers on the horizon, with the first blow coming at Vdare soon.

Thomas Jefferson High School for Science and Technology: 0.6 percent Black
Two news stories converge to produce a glimpse of why Waiting for Superman is going require a patience that Samuel Beckett couldn't conjure up for Vladimir and Estragon in Waiting for Godot.

First, from Fairfax County (Thomas Jefferson High School For Science And Technology Hit With Civil Rights, Discrimination Suit, Huffington Post, July 24, 2012):
The Thomas Jefferson High School for Science and Technology, a prestigious Alexandria, Va. high school, has been hit with a federal civil rights lawsuit.
The Coalition of The Silence, a local minority advocacy group, and the NAACP filed a complaint to the U.S. Department of Education Monday alleging that black and Latino students, as well as students with disabilities, are being shut out of the school because Fairfax County consistently fails to identify them for gifted programs.
"Poor Latino kids are not being identified, and I worry part of that is language," Martina Hone of the Coalition of Silence told NBC Washington. "African-American kids are not being identified. I'm worried that's race."

The complaint alleges that the county "…essentially operates a network of separate and unequal schools," and that "for decades, these students have been grossly and disproportionately underrepresented in admission to the Thomas Jefferson High School for Science and Technology."
According to the complaint, 476 students comprise Thomas Jefferson's incoming class. Of those, 43 percent are white, 46 percent are Asian and just more than 8 percent are multiracial. Black students, however, comprise just 0.6 percent -- or three students -- while Latino students only comprise 2.1 percent of the class. By contrast, black and Latino students make up 32 percent of Fairfax County's student population.
Knowing that New York Times reported the proficiency of Black students is far below what was expected (after trillions of dollars spent to close the racial gap in academic achievement), Mein Obama has announced the creation of a new, African American Education Initiative. Not only that, but it will be a new office to wage war on the horribly low scores Black students produce on their SAT/ACT tests (and AP tests or lack thereof for Black participation in honors/AP classes is quite low, even in majority Black schools):
President Barack Obama is creating a new office to bolster education of African-American students.
The White House says the office will coordinate the work of communities and federal agencies to ensure that African-American youngsters are better prepared for high school, college and career.
Obama is announcing his election-year initiative Wednesday night in a speech to the civil rights group the National Urban League as he seeks to rally black voters. Aides say his executive order, to be signed Thursday, will set a goal of producing "a more effective continuum" of programs for African-American students.
What do you this call this refusal to acknowledge the true source behind the completely forgotten Atlanta Public Schools (APS) cheating fiasco of 2011, knowing that the lofty goals set in the No Child Left Behind Act were more foolish and impossible to achieve than, well, Godot ever showing up.

It's not education parity... it's education parody at this point.

Waiting for Superman, that noble effort to find the jolt of pure energy (perhaps in the form of Kal-El, a comic character and last son of Krypton) that will finally close the racial gap in education is the equivalent of Waiting for Godot. No matter the money; no matter the time; no matter the effort; no matter if you find a way to cause all white and Asian children to be born with autism, the racial gap will persist.

To quote from Beckett:
"But that is not the question. Why are we here, that is the question. And we are blessed in this, that we happen to know the answer. Yes, in this immense confusion one thing alone is clear. We are waiting for Godot to come."

Second City Shootout -- Predator Drones Over Chicago?

PK Note: Stuff Black People Don't Like: 365 Black Days of Judging by Content of Character is now available on Amazon. You can pick it up for Kindle as well (which includes two hundred more pages of material).

Chicago is more violent then Iraq or Afghanistan; Drones should police it
Be sure to check out the latest Paul Kersey over at VDare.com (Aurora’s Dark Knight-Mare Just Another Weekend In Chicago):
President Obama just routed his re-election campaign through Aurora, Colorado. But when will he visit Chicago to be photographed consoling the even more numerous victims of violence there?
The demented action of James Holmes, who allegedly killed 12 people and wounded 59 wounded at a midnight showing of The Dark Knight Rises on July 19, has become the talk of the world, overshadowing all other news stories.
Specifically, it overshadowed the story of 3 people dying from gunshots and 21 being shot all across Chicago on July 21. Yet this is merely a continuation of the violence that has left America’s Second City in a state that one cop compared to “tribal warfare.”
Michael Skolnik, writing for the leftist Global Grind, satirized the situation with this headline: “53 WHITE People Shot! 10 Dead! One Weekend!” [May 30, 2012]:
Imagine you saw that headline. Imagine you woke up on Monday morning and those words were spread across the top of your local city paper. By the time you read it, the Governor would have already deployed the National Guard. The President would have already made a statement. A curfew would have been set for anyone under 18. Schools would have been closed.
Check points would have been set up around the city. Every active police officer would be called into work. CNN, MSNBC and Fox News would all break into their regular scheduled programming for a special report.  Just close your eyes for a moment and imagine that fifty-three WHITE people were shot in one weekend in one city by fifty-three different people. Just for a moment, imagine. You can open your eyes now...
But for the father of a beautiful seven year old girl who was shot while playing in front of her house on the South Side of Chicago, this dream quickly became a nightmare.
Skolnik’s point: no one cares that black people are killing one another in Chicago at a horrifying rate. (Or maybe they are too scared of the Political Correctness police to mention it).
But what Skolnik can’t come to terms with: it is the black people of Chicago who are responsible for pulling the triggers.
Nor, of course, can Chicago Police Supt. Garry McCarthy—he has blamed the Pilgrims [Police chief blames 'Pilgrims', cops for Chicago violence, By Bill Kelly, Washington Times, June 27, 2003] and Sarah Palin [Top Cop: Gun Laws Akin to 'Racism', By BJ Lutz, NBCChicago, June 23, 201].
But a recent article in the Chicago Tribune paints a much more precise picture of the dysfunction and chaos:
Violent crime has long afflicted minorities in Chicago at a much higher rate than the rest of the population, and the spike in homicides in the first half of this year provides an especially stark measure: 201 of the 259 homicide victims were African-American.
Read the rest there and comment on it here.

Writing in the Wall Street Journal, William Bratton can't be bothered to acknowledge the racial angle to the gun crime in Chicago:
The city of Chicago has been screaming about its violent streets this summer, and rightly so. Public outrage over murder is a healthy sign that a city has not become numb to violence. Through July 19, this year's murder rate is up 31% from last year, with 289 Chicagoans killed, and shootings are up 6%. But these statistics don't tell the whole story.
For one, they obscure the fact that Chicago—like many American cities—has steadily reduced crime over the last two decades. From 1990-94, Chicago averaged 900 murders a year. From 2007-11, that figure was 450—unacceptably high, but a dramatic decline. Over this period, violent crime also fell 50%.

According to a study completed in May by Chicago Police Superintendent Garry McCarthy, Chicago boasts 59 gangs that divide into 625 factions (and include, according to Chicago magazine, some 70,000-125,000 members and associates). This in a city of 2.5 million residents. The gangs have largely dispensed with any pretense of "protecting" a neighborhood or ethnicity. This is not the Sharks and the Jets. Some are corporate entities that control drug-dealing enterprises. Turf means protecting lucrative corners for dealing drugs, and competitors or interlopers are dealt with violently.

Because of effective work by the Chicago police and federal authorities (including the Drug Enforcement Agency and the FBI), many experienced kingpins are in prison. This has made some territories ripe for takeover. Younger leaders who have moved up are short on judgment and long on guns, which account for 85% of Chicago's murders.
Personally, the use of Unmanned Aerial Vehicles/Drones to constantly fly over these high-crime areas ("turf" -- as Bratton calls it) would seem like a great idea; more importantly, by locking up more Black people in Chicago - and throughout the nation - the violent crime rate and murder rates have dropped.

That's why the War on Drugs must be defended vociferously. That, and harsher sentencing

Mr. Bratton also wrote:
Fortunately, a lot can be done to deal effectively with gangs and urban violence. In the 1990s, American cities ended almost 25 years of steady crime growth and deteriorating quality of life. Violent crime nationwide fell almost 40%, serious property crime by more than 30%. Those decreases exceeded 60% in many cities—including Boston, New York and Los Angeles, where I served—and continued into the 2000s.

One reason for this was the philosophy of "community policing," which focuses on establishing partnerships and seeking to prevent crime, as opposed to just responding to it. This philosophy was a revolutionary shift away from the strategies that prevailed after the race riots and assassinations of the 1960s, when influential voices (such as the LBJ-established Kerner Commission) tied police "professionalism" to reactive metrics such as how fast it takes to respond to a complaint or to make an arrest after a crime. The established view was that crime was caused by poverty, racism and other matters that were outside of police control, so police could aim only to respond effectively.

I criticized this theory because crime is caused by individuals whose environments and behaviors can be positively shaped by police work. Two decades of evidence now bear this out—as do the past few years, when America's economic slump hasn't led to a crime wave, as the old theory would have predicted.

Mr. Bratton: Please consult "Color of Crime: Chicago" that HW put together by utilizing the 2009 Chicago Police Department Annual Report:
It looks to me like 96.8 percent of homicide, 93.3 percent of rape, 96 percent of robbery, and 91.8 percent of aggravated assault94.5 percent of violent crime in Chicago - is committed by African-Americans and Hispanics.
The crime problem in Chicago has a color, and yet Mr. Bratton can't be bothered to address in the Wall Street Journal. But he did let slip a solid dig at the "poverty causes crime" theory that Disingenuous White Liberals (DWL) cling to.

Put UAV/Drones over Chicago (flying over those parts of the city where crime is most prevalent), and in two months time crime rates will drop even further.

Opiate of America -- Penn State Edition

Nothing much else to add to this video. Penn State hit with crippling fine:
The NCAA has hit Penn State with a $60 million sanction, a four-year football postseason ban and a vacation of all wins dating to 1998, the organization said Monday morning. The career record of Joe Paterno will reflect these vacated records, the NCAA said.
Penn State also must reduce 10 initial and 20 total scholarships each year for a four-year period.
Someone get the NCAA a copy of Scoreboard, Baby: A Story of College Football, Crime, and Complicity, immediately. It's not just the sordid canonization of Joe Paterno and the primarily white student body of Penn State -- the opiate is on every campus. It runs deep at the University of Nebraska, the University of Oklahoma, the University of Miami, Florida State University, and every Southeastern Conference (SEC) member school.

There's a reason Bane started his "revolution" in the movie The Dark Knight Rises at a football game.

Your Adventure, Your Way

Portland: This could be the core city population of Atlanta
It shouldn't be funny, but it is. The Atlanta Journal Constitution published an article today (Should Atlanta follow Portland with T-SPLOST?Streetcar neighborhoods lure young, creative types to Oregon city, but face criticism, July 22, 2012, Ariel Hart) that - once you know the answer as to the glaring difference between the two cities - should cause to have a solid laugh.

Well, it's better to laugh then cry.

What does Hart write?:
Raised in Florida suburbs, J'ena SanCartier and Philip Losasso know Atlanta well — as the traffic jam they dreaded on their way to somewhere else.

Relocating from Florida last year, the artist and software developer never considered Atlanta. They flew 2,500 miles away to a new home in Portland. Now, instead of highways, they travel via streetcar. And that's how they like it.

No: "love it," in SanCartier's words.

Multiply their story by thousands and you get a pretty good picture of one way Portland differs from Atlanta: since 2000 it has excelled at attracting young, educated, so-called "creative class" workers. The dominant reason, according to one narrative prevalent among city planners, is that young folks gravitate to high-energy, walkable, eclectic neighborhoods where they don't need cars — and that projects like Portland's streetcar help create those neighborhoods.

Architects of the Atlanta Beltline, a $602 million chunk of the July 31 regional transportation referendum, hail it as just such a cityscape-altering project. They even hired the man who wrote the Portland streetcar's plan to write a plan for the Beltline.

"Portland, Oregon, is the model in the U.S.," Atlanta Mayor Kasim Reed said in 2010, upon winning a grant to build a streetcar line that he called the "spine" of the Beltline. "We have strong evidence that infrastructure creates jobs and stimulates economic investment."

The holy grail for many cities these days is the group some researchers call "young creatives." They're educated, relatively affluent and consume less in the way of government services than children or the elderly.

In the race to attract them, Portland is doing much better than Atlanta. Within the last decade, Atlanta saw a 10 percent increase to Portland's 24 percent, said Joe Cortright, a researcher who studies the demographic of 25-to-34 year-olds with college degrees.

Why? Neighborhoods such as the Pearl, where you don't have to have a car, are one reason, Cortright said. "Transit is sort of part of a package of things that talented young people are looking for in cities."

Atlanta is not Portland

Across metro Atlanta, many Beltline opponents don't much care what people in Portland like.
"We have chosen a land-use pattern," and it's not dense, said Baruch Feigenbaum, an analyst with the free-market Reason Foundation. "From my perspective we should be producing the transportation system that people want."

Even some transit advocates who support the Beltline shy away from the Portland analogy. "Let's face it," said Ashley Robbins, president of Citizens for Progressive Transit, "Atlanta's not Portland."

Eighty-one percent of metro Portlandians commute by car, and in the city itself 6 percent commute by bike, an astronomical number. In metro Atlanta, 88 percent commute by car and the next largest group is telecommuters.

But Atlanta does have pockets of dense, walkable space, including some neighborhoods that would be linked by the Beltline, such as Inman Park, Georgia Tech and Poncey-Highland. In parts of Atlanta, a quarter of commuting is done by transit, according to the Atlanta Regional Commission.
What are the similarities between Portland and Atlanta, before we get started with this adventure: for one thing, both are plagued by crime that is primarily the byproduct of each respective city's Black population. Though, Portland is less than 8 percent Black, the crime rates are comparable to Atlanta's when it comes to Black domination of police blotter.

With a core urban population that is 78 percent white (and a metro population that 80 percent white), it is precisely this "embarrassing whiteness" that attracts the so-called 'creative class' of workers to Portland.

Atlanta's core urban population is only 36 percent white (and a metro population that is 55 percent white), which means that the "creative class" of workers must act as 'urban pioneers' when they move into the city -- a proposition that is becoming increasingly dangerous.

Perhaps that's why Portland can have public transportation that works, for the "creative class" has no desire to spend hours upon hours of their precious time commuting to and from work in a metal coffin, which is the price of living a safe existence in the metro Atlanta area -- courtesy of the Black Undertow.

Portland's Black Undertow population is still being courted to enjoy the fruits of white people's labor when it comes to creating sustainable cities that have safe streets for commuting to and from work on bikes:
The staff at Community Cycling Center, a 15 year old Portland-based nonprofit that aims to increase access to bicycling, has been doing some soul searching in the last few years.
In the process, community and programs director Alison Hill Graves says they started looking around the area they serve (a five-mile radius around their NE 17th and Alberta retail shop). "We saw a big divide in terms of who's riding bikes and who isn't."

Or, to put it more plainly, "The people riding and making decisions about bicycles is a white, middle class group."
The result: The CCC is undertaking an initiative it calls Understanding Barriers to Bicycling. The effort is funded by a grant from Metro that comes with a social justice stipulation.
Their first step in the process was to spend much of 2009 meeting with area leaders and organizations, particularly those that represent African Americans, African immigrants, Latinos/Hispanics, Native Americans, and Asian Americans. CCC staff told the groups about their work, and then asked questions about what might be preventing people from riding bicycles.
If you were to replace the population of the core city of Portland (550,000 -- 78 percent of whom are white), with the population of the core city of Atlanta (432,000 -- 36 percent of whom are white), what would happen? What would the fate of each city be?

Where would you rather live? The new and improved Portland, which would see a reduction of its overall core city population by 22 percent, conceivably making congestion a thing of that "embarrassing white" past; or would you rather venture down south to that ghastly new Atlanta, with a population of... overwhelming white people.

78 percent to be exact.

Well, it should be obvious that the Atlanta Beltline project would instantly attract massive outside investors, who would be lining up to take advantage of an improvement to the city's infrastructure that no longer has the shadow of Blackness --  which plagues MARTA -- hanging ominously in the background.

In fact, Atlanta's metro system -- with the "creative class" and 'whiteness' imported from Portland -- would find new life that it has been desperate for since... its inception in 1973. Just look at this February 11, 2001 article from the Atlanta Journal Constitution by John McCosh (MARTA calls on marketers for image aid/Can soft drinks fill empty seats?), which laments the reputation MARTA had unceremoniously acquired:
MARTA's No. 1 image problem is a perception that the system is unsafe, but that could be fixed, in part, with a few well-placed Coca-Cola vending machines. So says a marketing proposal to renovate MARTA's image as the transit agency embarks on a $700,000 program this month to win more riders and expand its reach. People feel safe and comforted when they're near the familiar red-and-white Coke logo, says the Atlanta marketing firm Turner Fernandez Turner.
Acknowledging "this is going to sound crazy," the firm suggests that putting Coke vending machines on MARTA trains would conjure up "all sorts of positive images of childhood, security, stability and Americana."
Naturally, the proposal notes, giving MARTA riders a Coke and a smile would require the transit agency to consider ending its long ban on consuming beverages on its buses and rail cars.
Clayton and Gwinnett counties, which declined to join the MARTA system in past years, are starting their own bus services this year. That effectively walls off MARTA's expansion to the northeast and south, elements of the agency's long-range plan for three decades.
For the first time in decades, MARTA is in a no-growth mode, with no new rail stations funded or under construction.
MARTA's core jurisdictions -- Atlanta and DeKalb and Fulton counties -- recently declined to extend their commitment to collecting a 1 percent sales tax for support of the system, a decision that could be reconsidered later this year. If at least two of the three jurisdictions don't change their position, the system will fall out of line for future federal funding.
MARTA is concerned, and it will be addressing its image this year as part of a national campaign pushed by the American Public Transit Association to boost the public perception of mass transit. The association, which is holding a marketing workshop in Atlanta later this month, is hoping to fund a $5 million nationwide campaign over five years to win more riders.
"We did some polling and focus groups and did a list of priorities, and as an industry public transit's image just wasn't very good," said Amy Coggins, a spokeswoman for the association. Also, a survey a year ago found that, when asked to rank public transit as a concern, people placed it well below education and crime.
In many ways, MARTA's image problems are typical of systems throughout the country.
"People in the suburbs think MARTA is a black, transit-dependent system," said the agency's chairman, Bill Moseley. "Some people are saying they don't like the MARTA name."
For three decades the MARTA acronym has been the subject of a racially charged joke: "You know what MARTA really stands for, don't you? Moving Africans Rapidly Through Atlanta."
"I was told that the first week I moved here in the 1980s," Moseley said. "Maybe we can change the name to RTA and it can be the Redneck Transit Authority."
Twelve years ago, the agency considered a name change as it prepared to pitch an expansion to Gwinnett County voters, in part because it was common knowledge that the acronym was being altered into an ethnic joke. An Internet search of the phrase shows it turns up in national publications such as The New Republic and as far away as Turkey.
It's that kind of ingrained tarnish the marketers will be challenged to fix. And if they can't, MARTA officials say they're even open to the idea of changing the name.
But giving up on the MARTA name means giving up an identity many immediately associate with transportation.
"The biggest question is, 'Is there equity in the current name?' " said Mike Paul, a New York marketing consultant who is not among the bidders for the MARTA contract. "If there is equity, then you stay with the name."
The $700,000 contract to study MARTA's image will be just the beginning of the promotion effort.
"My friends in marketing tell me you can spend millions and millions on this kind of thing," Moseley said.
Were the population of Portland to switch with Atlanta's core city population, the need for a marketing firm to find a new pitch to convince people to ride the system that once moved "Africans Rapidly Through Atlanta" would be... unnecessary. So would the problem addressed in a  December 7, 2000 article the AJC published by Ernie Suggs (Complaint: MARTA hike based on bias), showcasing why MARTA was in so much trouble:
For many, a quarter doesn't mean that much. But for others, particularly the poor and disabled who depend on MARTA, an impending 25-cent fare increase could be a matter of livelihood. "This will have a negative, disproportionate and discriminatory effect on the system's transit-dependent riders -- with over 75 percent being African-American," said Temita S. Davis.
Davis is a member of the Metropolitan Atlanta Transportation Equity Coalition or MATEC, a 1-year-old grass-roots organization that looks at transportation issues in metro Atlanta. They held a news conference Wednesday to outline a complaint filed on Nov. 30, with the U.S. Department of Transportation and the Federal Transit Administration against MARTA.
"MARTA hasn't responded to us verbally, or in writing," said Davis. "They have overlooked us."
MARTA spokeswoman Dee Baker said the transportation organization is aware of MATEC's complaint, but can't proceed or comment until they hear from the DOT or the FTA.
MARTA announced the increase earlier this year to make up a $6 million shortfall.
Starting Jan. 1, the fare will jump from $1.50 to $1.75; weekly fare cards from $12 to $13; and monthly fare cards from $45 to $52.50.
MATEC's complaint states that:
The fare increase is based on race, because it would impact the MARTA-dependent African-American community more, while the benefits of the increase would help white communities.
MARTA discriminates against races, by not providing enough security, Spanish language signs and bus shelters in minority communities.
MARTA discriminates against the disabled, by denying them equal access to public buses and poorly maintaining equipment designed to aid the disabled, like bus lifts, escalators and elevators.
So choose your own adventure in the thought-experiment from above: what would happen to Atlanta if Portland's core city population replaced the current population, which clamors for the passing of the July 31st TSPLOST vote because it means finding new ways to tax the dwindling metro white population to create jobs that go primarily to Black people?

Where would you rather live?

Choose your own adventure.

Now, consider how quickly Atlanta would find solutions to its commuting problems were this scenario of population swapping with Portland to occur; now, consider the quick collapse of Portland as a destination for the "creative class" migration it enjoys now.

Welcome to Black-Run America (BRA), where Ariel Hart can't bother to mention the glaring elephant in the room when it comes to the difference between Portland and Atlanta.

"Whites Do It Too!"

PK NOTE: A Contribution from 10MM

What was D-Day for again, Mr. Strait? Freedom Failed
When discussing various crimes with our dusky brethren the Negroid often uses the defense “but Whites do it too!” as in “Whites steal bicycles too!” or “Whites murder too!”. To point out the enormous increase in crime frequency between the negroid and the White is to open the door to excuses like “poverty made us do that” or “it is discrimination that made us do that” and such debunked excuses as “underprivileged” have been the underpinning of Black-Run America (BRA) since the beginning. Whole careers and enormous volumes of writing were produced through the 60’ and 70’ and ‘80s attesting to the desire to excuse the negro from his incredible capacity for violence.

Now completely discredited, these writings by left wing sociologists laid the pattern for the excuse making industry today, where for example an 11 year old girl can be kidnapped and dragged into cover to be gang raped and the first 28 young black men that come across a child gang rape scene all join in the rape instead of doing something to stop it. A sample size of 28 random black men, in which not a single one hesitated to rape a defenseless child, is too large to dismiss as unrepresentative. The entire black community standing shoulder to shoulder with the rapists and blaming the victim is too large a number to dismiss as unrepresentative. Although some here will argue that race has nothing to do with crime, it is impossible to imagine 28 young white or Asian men happening on a horrific scene of a young child being raped by grown men and every single one of them joining in the crime instead of trying to stop it.

There is a segment of negroid behavior that is totally unique to them. They OWN it. It is their Signature Crime so to speak. Elderly interracial rape. Negros have found this to be an amusing and rewarding pastime.

“Rape was an insurrectionary act. It delighted me that I was defying and trampling upon the white man’s law, upon his system of values, and that I was defiling his women – and this point, I believe, was the most satisfying to me because I was very resentful over the historical fact of how the white man has used the black woman. I felt I was getting revenge.

I started out practicing on black girls in the ghetto where dark and vicious deeds appear not as aberrations or deviations from the norm, but as part of the sufficiency of the Evil of a day. When I considered myself smooth enough, I crossed the tracks and sought out white prey. I did this consciously, deliberately, willfully, methodically.” (-Elderidge Cleaver-)

This is a facet of the negro mind that few want to explore, certainly not DWL, who cover up the reporting of crimes of the negro at every opportunity! DWL fear a White anger backlash, as well they should, if the facts were made known. A few professionals have had both the opportunity and insight to examine this horrific trend closely. The FBI has for years kept a behavioral psych division which quietly put out papers on various types of crimes. In the words of one of their lead researchers:
Of all the metrics of black violent crime against whites the sexual homicide of elderly white women offers the most compelling evidence of race hatred toward the victim. For starters, the motives of the perp in any sexual homicide of an elderly woman is pure hatred. His victim is largely symbolic. His motive is not lust but extreme hatred.
(Special Agent Mark E. Safarik, a profiler in the Behavioral Analysis Unit at the FBI Academy, published in the May issue of the Journal of Interpersonal Violence)

The study involved a review of 110 offenders who perpetrated the rape and murder of 128 women 60 years and older. The mean age of the victims was 77 and 97% were black on White. The gut wrenching comes in the last paragraph, in the interview section (!) almost buried and forgotten, an aside:
“Based on other reports, Safarik says that there has never been a case of sexual homicide involving a white offender and an elderly black victim in modern times. Yet the sexual homicide of elderly white women by black men is epidemic in comparison.”

Never been a case. Never. So this is an answer to those who say “Whites do it too!”. This is my contribution to Stuff Black People Don’t Like. They don’t like people pointing out the negros rape and murder White Grandmothers out of Hate and negros are the only ones who do.

The Dark Right

Christopher Nolan needs to direct the next "Punisher" film with his "Batman" run over
Christopher Nolan's The Dark Knight Rises is a movie that deserves to be watched a second time before I can properly articulate my thoughts. Seriously.

In trying to put together an article for another site, I wasn't even sure where to begin.

Suffice it to say, The Dark Knight Rises - the fitting finale to Nolan's Batman trilogy - represents a stunning indictment of Hollywood for the general stream of feckless films produced today.

Christian Bale will win Best Actor; Tom Hardy will win best Supporting Actor (though he might have a tough time beating Michael Caine for his tragic performance as Alfred); and Nolan will win Best Director.

Some quick thoughts: Gotham City was looked to be inhabited by a population that was roughly 80 percent white. Even the janitors were white, plus the bulk of the political and the business leadership. Nolan's version of Gotham acts as if the past 60 years of "Civil Rights" progress never occurred.

I was right in that Bane is the new leader of the League of Shadows (LOS); powerful scene when he confronts Wayne/Batman and merely utters "Mr. Wayne"... a reminder that LOS knows his identity from the first film and the failed attempt at destroying Gotham.

Plan on seeing the movie again tomorrow and then finishing up a story for Vdare.com. Until then, you're welcome to post your thoughts on the movie here. SBPDL can take a break for a day or two to enjoy a discussion on the merits of Nolan's achievement with the Batman trilogy.

Until then, enjoy this: Thomas Jane created a 10 minute short film version of Marvel's The Punisher (he portrayed the anti-hero Frank Castle in the 2004 movie) called, Punisher: Dirty Laundry. This represents an actual look at what a vigilante hero (which is what The Batman represents) would face if they confronted an America where 60 years of "Civil Rights" progress did occur.

A Modest Proposal: Christopher Nolan needs to direct (or produce) the proposed "Punisher" television show.

"A culture of reverence for the football program that is ingrained at all levels of the campus community"

It's not just Penn State... it's every school
This nightmare we call Black-Run America (BRA) could end with one simple act: the nationalization of ESPN and the immediate firing of everyone associated with the monolith, be it radio, TV, magazine, or Internet.  Turn off the never-ending sports faucet that dumps positive images of Black people that are impossible to duplicate in any other environment, and instantly one of the only remaining roadblocks to rational thinking for whites in America is removed.

Instantly.

All of this became clear courtesy of Southeastern Conference (SEC) media days, when University of Georgia head football coach Mark Richt was asked about disciplinary problems on his hopelessly Black (and largely filled with academic partial qualifiers/special admission athletes) program:
As you might expect, the conversation was dominated about team discipline. We hadn’t had a chance to talk to Richt about Isaiah Crowell’s dismissal since it happened on June 29. So he talked about that and about the perception that there is a lack of discipline at Georgia.

On having to kick Crowell off the team: “Well, no decision to dismiss a guy from the team is an easy decision. It’s always tough because I care very much about all these guys. Having to make those kinds of decisions are tough. But, in the end, I think we did what was in the best interest of the program. I wish Isaiah the very best in his future and I hope everything will work out for him.”
On type of kids they’re recruiting: “We’re not recruiting bad kids,” Richt said. “We’re competing for the same guys everybody else is in the league.”
“We’re not recruiting bad kids,” Richt said. “We’re competing for the same guys everybody else is in the league.” Translation: "Don't blame me, look at what schools are also doing!"

Mark Richt justifies having a team full of - let's be honest - Black thugs (whose high school transcripts wouldn't even be considered by the University of Georgia admissions were they not to don the Red and Black of the football team) because other SEC programs recruit these same Black thugs that Auburn, Florida, Alabama, LSU, and Tennessee are also recruiting. Not to mention Florida State and Miami.

Isaiah Crowell wouldn't attend DeVry or some other For-Profit college, were it not for his ability to run with the football. Because he does possess that ability, supposed top-notch academic institutions compete for his services and primarily white alumni salivate over his potential on message boards like Rivals and Scout.com.

It's... pathetic.

Over at Alternative Right, I once wrote these words:
Indeed, the Florida, Tennessee, Georgia, Auburn, Alabama, and LSU football teams have been defined by crime. The Pittsburgh Post-Gazette found that the most frequent type of coverage Black people involve two subjects––crime and sports:
The Meyer content analysis found that during three months last year, the largest block of news stories involving black men and youth were about crime—86 percent of the news broadcasts and 37 percent of the newspaper stories. The Pew report found that the most frequent topics for news broadcasts involving African-American men were sports (43 percent) and crime (30 percent). In the newspapers, crime led all topics involving black men at 43 percent.
Once crime stories were excluded, the content analysis found there were few other stories about black males.
But SEC white alumni just brush it off, constantly berating rival programs for recruiting "thugs" while defending their "thugs" to the death. Paradoxically, when it comes time to cheer for the SEC as a whole conference, the fears of "thugs" subside...

UGA is the best example of the Black thug recruit problem, with Black running backs constantly being suspended. The point needs to be made: none of these Black athletes would be attending UGA - one of the top public institutions in America for higher learning - were they not Black athletes.

Here's a rundown of the type of athletes Richt and the entire SEC compete for during recruiting season:
Crowell is only the most recent in a host of tailbacks to depart under less-than-ideal circumstances:

• Rising senior
Carlton Thomas announced in March that he would transfer to another program following a junior season in which he served three separate one-game suspensions. One of the suspensions was for failing a drug test before the New Mexico State game, along with Crowell and fellow tailback Ken Malcome.

Caleb King left the Bulldogs last summer after being declared academically ineligible. Following his arrival at Georgia as one of the nation's most highly recruited tailbacks, King encountered several disciplinary issues at Georgia even before the academic problems forced him to miss his senior season.

• King's backfield mate
Washaun Ealey also was arrested during his time in Athens before getting suspended by Richt and eventually coming to a "mutual decision" with the coach that he should transfer elsewhere.

• Backup tailback
Dontavius Jackson was arrested for DUI and other charges in July 2010. Richt first handed him a six-game suspension before Jackson opted instead to transfer.

Mark Richt spent years as the offensive coordinator for Bobby Bowden at Florida State, perhaps the biggest apologist for Black dysfunction outside of former U of Florida and current Ohio State coach Urban Meyer -- in all of sports.

It all comes down to the simple understanding that "A culture of reverence for the football program that is ingrained at all levels of the campus community," isn't just found at Penn State.

As I wrote at Vdare last week:
Today, the long-anticipated investigation into Penn State corruption/child abuse coverup was released. It's... devastating, and will likely have major ramifications for the legacy of the late Joe Paterno:
Penn State football coach Joe Paterno and other university leaders "repeatedly concealed critical facts relating to Sandusky’s child abuse" from authorities, according to Louis Freeh, the former FBI director who conducted an investigation for the university in the Jerry Sandusky sex abuse scandal.
Freeh also found that "although concern to treat the child abuser humanely was expressly stated, no such sentiments were ever expressed" by university officials, including Paterno and the university president, for Sandusky’s victims. [Report finds Penn State president, Paterno concealed facts about Sandusky sex abuse, By Bill Dedman,  msnbc.com, July 12, 2012]
Throughout the 267-page report [PDF] compiled on the Penn State scandal and the coverup of the Jerry Sandusky child abuse, it is one line that cuts to the heart of why America is is so much trouble:
The avoidance of the consequences of bad publicity is the most significant, but not the only, cause for this failure to protect child victims and report to authorities. The investigation also revealed:
A culture of reverence for the football program that is ingrained at all levels of the campus community.
Its not just Penn State. As I noted in Joe Paterno And The Penn State Rape Scandal: Discrediting The Opiate Of America and Alabama’s Iron Bowl And Integration—Was Football Victory Worth It?, it is college football that is America's greatest opiate.
A "culture of reverence for the football program" exists on the campuses of Southeastern Conference (SEC), Atlantic Coast Conference (ACC), Big Ten, Big 12, Pac-14, and on the hallowed grounds of Notre Dame.
There's only one responsible thing to do in the wake of the Penn State scandal, and the numerous scandals that have engulfed the campuses of some of the top schools in America: Ban College Football.
Malcolm Gladwell even agrees.
You ban college football, instantly "the opiate of America" is diluted.

It's on every campus. Not just Penn State; this "culture of reverence" allows good people to become infatuated with the latest recruiting news at Rivals or Scout.com, so they can see what latest Black thug recruit their team is planning to offer a full academic scholarship to.

None of these vaunted Black running backs would be allowed to step foot in an academic building in Athens, Georgia, were they not first and foremost considered an asset to the football program. Instead of being considered what they truly represent: an academic liability and a threat to the general peace of the campus.

So on August 28, Paul Kersey will publish Opiate of America: College Football in Black and White and then turn his back - just like the University of Chicago once did - on the game completely. Secure a signed copy now.

More importantly, Stuff Black People Don't Like: 365 Black Days of Judging by Content of Character will finally be released on July 28. And then in mid-September, Negro Fatigue: A Year Inside Barack Obama and Eric Holder's America comes out.

We also have an October surprised planned too.

Where's that Blue Pill?

Liberty, Fraternity, Equality... and submission to BRA
2012 has been quite illuminating. For those paying attention (those who can see), the path toward the implementation of a Disingenuous White Liberal, leftist-totalitarian state has accelerated with hardly a peep of protest from the aptly named Stupid Party Republican Party.

Let's quickly recap all that has changed in 2012 (no mention of George Zimmerman/Trayvon Martin, which is a tale that basically stipulates a white person can no longer defend themselves from an attack by a Black person):

The EEOC - using Title VII of the 1964 Civil Rights Act as a legal compass - has decided that employers conducting background checks constitutes some form of racism against "protected classes," i.e. Black people:
According to said document, individuals in “protected groups” (i.e., African Americans and Hispanics) are convicted of crimes at a rate disproportionately greater than their representation in the population. Consequently, background checks disproportionately screen out minority applicants. Such “adverse impact” is illegal unless an employer can prove a “business necessity.” The racial balance of a company’s workforce is no defense.

If the EEOC initiates an investigation, the bureaucrats will examine company records to determine if it has attracted enough applications from protected groups. Because rumors of discrimination could discourage applications from African Americans and Hispanics, the commission would also gather evidence on a company’s “reputation in the community.”

All of which is part of the EEOC’s strategic plan for 2012–2016, including the E-R-A-C-E (Eradicating Racism and Colorism from Employment) initiative.

Welfare reform has been completely gutted, the work requirement no longer a stipulation for being on TANF/welfare (which is disproportionately Black):
The Department and Health and Human Services announced the agency will issue waivers for the federal work requirement of the Temporary Assistance for Needy Families (TANF) program — considered a central facet of welfare reform in 1996 — Thursday.
“While the TANF work participation requirements are contained in section 407, section 402(a)(1)(A)(iii) requires that the state plan ‘[e]nsure that parents and caretakers receiving assistance under the program engage in work activities in accordance with section 407,’” the memo, signed by HHS Director of the Office of Family Assistance, Earl Johnson, explained. “Thus, HHS has authority to waive compliance with this 402 requirement and authorize a state to test approaches and methods other than those set forth in section 407, including definitions of work activities and engagement, specified limitations, verification procedures, and the calculation of participation rates.”
The ACLU has decided that the high scholastic standards set by white students in Michigan must be equaled by Black students, or else this somehow proves discrimination is taken place (instead of nature roaring back in a most unwelcome manner, when Superman was expected to show up and close the racial gap in learning):
The American Civil Liberties Union of Michigan filed suit against the state on Thursday on behalf of about 1,000 grade-school kids from Highland Park, Mich. who are not reading at grade level.
The ACLU says this is a "ground breaking" lawsuit with potentially national implications that asserts "a child's fundamental right to read." The lawsuit, according to The Detroit Free Press, is grounded in guarantees by state law and the Michigan state constitution that children will either be reading at grade level or will be provided special assistance to get there.
"No case ever filed anywhere in the U.S. has addressed a school system in such dire straits," Mark Rosenbaum, University of Michigan Law School Professor and ACLU cooperating attorney said in a statement. "The Highland Park School District is among the lowest achieving school districts in the nation, let alone Michigan. How the State responds to this lawsuit — whether it opposes a right to read for the two-thirds of Highland Park schoolchildren who score below proficient on the Michigan reading assessment test — reveals its concern for the fate of these children and their community. The destiny of these children will be the destiny of Michigan."
Highland Park schools are almost 100 percent Black... the destiny of these children is nothing short of ensuring that the current state of Highland Park and 90 percent Black Detroit persists or continues in its devolution back to nature. This is how DWLs plan to close the racial gap in learning -- by dictating the state spends even more per Black pupil in creating an academic environment where they can finally learn to read "See Spot Run." That so few of these Black children can be classified as autodidacts, possessing the imagination, drive, determination and intellect to teach themselves, well, anything... is a crushing indictment on their general capacity for fulfilling any destiny that doesn't include a mop and a bucket for janitorial work.

But it's an under-reported story from Investors Business Daily (IBD) that shows the next target -- FICO ratings. Because credit scores - which even wealthy Black people have low credit ratings - are a clear indicator of racism:
It was bad enough the government pressured banks to rubberstamp home loans for folks with poor credit scores. Now there's a more dangerous push to attack the credit-scoring system itself.
The first shot across the bow was fired last week by the Washington Post. In a front-page story, it warned that "the country is headed toward a kind of financial segregation" from "long-lasting (credit) damage done to the black community."
The Post said civil-rights groups and federal regulators fear blacks will be denied credit for years to come due to subprime foreclosures that have left deep scars on their credit reports.
"Credit scores of black Americans have been systematically damaged, haunting their financial futures," said the Post, quoting the usual anti-bank suspects.
These same Post sources demonized as racist the neutral credit-scoring system banks have used for half a century to measure risk in loans for homes, cars, college tuition and businesses. And they demanded the government review it for fairness, while forcing banks to "repair" the damaged credit of blacks.
What the Post left out of its one-sided story is key history explaining how blacks were put in such jeopardy.
Starting in the 1990s, Washington declared traditional bank rules for approving mortgages racist, after a deeply flawed federal study showed a greater share of blacks were rejected for home loans than whites.
To close the "mortgage gap," regulators demanded Fannie Mae and Freddie Mac, as well as primary lenders, do anything they could to get low-income, high-risk minority borrowers into home loans — including waiving down payments and offering them subprime mortgages and other fringe products.

Their affirmative-lending crusade backfired. African-Americans ended up holding a disproportionate share of subprime mortgages, which defaulted at alarming rates. If they had weak credit before the crisis, they have worse credit now.
The problem then, as now, has little, if anything, to do with racism. The higher loan rejection rates were due to lower credit scores, which are almost flawless in predicting a borrower's ability to pay back a loan.
Studies show blacks on average have the worst credit, even among the wealthiest, and default on loans at high rates. Another minority, Asians, typically have the best credit — better than whites — and the lowest default rates, even among the poorest. As a result, they tend to get the best deals on loans.
Banks get consumer credit scores from San Rafael, Calif.-based Fair, Isaac and Co. FICO, as it's known, calculates them based on a color-blind formula that takes into account a consumer's history of paying bills and other credit factors that, again, have nothing to do with race.

Borrowers with FICO scores above 660 are viewed by lenders as posing a relatively low risk of defaulting on a loan. They typically qualify for traditional or prime loans, though the higher the score — 750 or higher is considered excellent credit — the better the loan terms.
Applicants with sub-660 scores historically wouldn't qualify for a mortgage without bringing a lot of cash or collateral to the table. But that changed in the 1990s and 2000s, when the government downgraded underwriting standards and mainstreamed subprime mortgages.
Sinfully, the Post article is part of a new, post-crisis crusade to show how the credit scoring, not just underwriting, process is allegedly biased against minorities. It agitates for the ultimate round in a reckless cycle of easier and easier credit.
I first warned of the anti-FICO assault last year in my book, "The Great American Bank Robbery." Efforts already are under way by the Obama administration to undermine this bedrock indicator of financial risk, including:
    • Ordering prosecuted "predatory lenders" who made subprime loans in minority neighborhoods to "repair damage to borrowers' credit scores."
    • Crafting regulations to "prohibit mortgage originators from mischaracterizing the credit history" of underserved borrowers.
    • Reviewing ways to "enhance the credit score" of immigrant borrowers — including those living in the U.S. illegally — by counting their remittance payments to Mexico.
    • Studying whether credit scores are flawed and "disadvantage" minority borrowers.
    • Collecting data on how the housing bust has impacted credit scores by race.
Stay tuned for study after study pounding away at the integrity of FICO credit scoring. Watch the White House and Congressional Black Caucus hold up the half-baked results as "proof" the system is discriminatory. Listen for cries of a "dual credit system."
But credit scores are not set in stone. Even foreclosed-on minorities can rebuild them in as little as two years if they stay current on their other bills.
Instead of attacking color-blind statistics vital to the health of our financial system, race zealots would better serve the minority community by pushing more effective programs to combat financial illiteracy — including educating borrowers about the importance of paying bills on time and maintaining good credit.
Because of the attempt to put Black people in homes using sub-prime mortgages, your average American has watched stupefied as their net worth has plummeted 40 percent in a mere three years.  So if you pay your bills on time, don't spend more than you make, and practice saving money -- well, you're the bad guy in Black-Run America (BRA). A good FICO score is the clearest indication of racism imaginable, and, worse, a clearer indicator that you were paying attention in not just reading comprehension (take that ACLU!), but also in basic economics back in school.

What's next, the government declaring that home insurance rates are somehow racist? Technically, that DWL tactic began in earnest 16 years ago, with the publication of Shelley Emling's article in the Atlanta Journal Constitution bemoaning insurance companies taking into consideration Black violence and Black crime in Black neighborhoods (losses) and a lack thereof in their white counterparts (Insurance companies create pricing zones that are mostly white or mostly black, and homeowners in the black zones are paying top dollar, Atlanta Journal Constitution, June 30, 1996):
State Rep. Bob Holmes (D-Atlanta) pays about $500 a year to insure his $100,000 home in the south Atlanta neighborhood of Adams Park. If the very same house was in the suburbs, he'd be likely to pay at least $100 less.
Georgia's largest insurance companies routinely charge from 40 to 90 percent more to insure homes in Atlanta's predominantly black neighborhoods than they charge for identical houses in the suburbs, according to an Atlanta Journal-Constitution/WSB-TV analysis of insurance pricing territories. The premium disparity holds true for poorer city neighborhoods and for the enclaves of the city's wealthy black elite.
Insurance companies say it is not race but higher losses in the city of Atlanta that account for the price differences. "Historically, there is more crime, theft, vandalism, fire and larceny in the city of Atlanta," said Rob Lowenthal, spokesman for State Farm, the state's largest insurer with nearly 30 percent of the market in metro Atlanta.
    Holmes has a different view.
"I am frankly angry and very disappointed that insurance companies would continue to show this type of discrimination between the races," said the legislator, who has lived since 1971 in ZIP code 30311, which is 97 percent black. "I don't live in the inner city. I live in a stable, tree-lined neighborhood in which many residents have lived for more than 20 years."
    Pricing by territory
For its analysis, the Journal-Constitution took price and territory information filed with the state by insurance companies, calculated rates, and determined what the premium would be if only the address changed.
The newspaper examined rate information for a 10-county area filed by five of Georgia's top home insurance companies: State Farm, Allstate, Cotton States, Cincinnati Insurance Co., and United Services Automobile Association (USAA).
From company to company, territories are different, and prices are all over the map. But one constant emerged from the data the newspaper examined: As the racial composition of a neighborhood becomes predominantly black, the price of homeowner's insurance rises dramatically.
The newspaper's hypothetical involved a $125,000 brick house, with standard homeowner's coverage and a $250 deductible.
    > To insure that house with State Farm in black sections of the city of Atlanta would cost about $612 a year; in Buckhead, the rate falls to $459. In Cobb, Gwinnett and north Fulton, all more than 80 percent white, the price falls to $363 a year.
    > Residents in Allstate's Zone 37, which is 75 percent black and lies mostly in south Fulton Coun-ty, would pay $671 to insure the $125,000 house. Residents in Allstate's Zone 18, which is 15 percent black and lies mostly in north Fulton County and northwest DeKalb, pay $349.
Insurers insist they are not discriminating against the city of Atlanta or against black homeowners in Atlanta.
"We divide areas into homogenous groupings, and areas that are priced higher are areas in which we have experienced higher losses," said Allstate spokeswoman Nancy Lemke.
So, in conclusion: where's that blue pill? Life would be so much easier if what was written preceding these lines didn't bother me.

But it does. It does bother me. Quite significantly.

An unspeakable evil has white America gripped in a state of paralysis, incapable (perhaps, unwilling) to understand that each of the aforementioned stories are all connected, none their fault. Certainly, most white Americans are petrified of uttering even a syllable that could scarcely be classified as defending their interests.

That is the definition of totalitarianism. That is BRA.
