A city of 140,000 people (a metropolitan area of more than 800,000), Dayton is headed the way of cities like Newark, Detroit, and Camden --- courtesy of a black population nearing 50 percent. [Dayton: Population shrinks, but sprawl does not, USA Today, 2-21-2001]:
Vacant stores. Boarded-up buildings. Deserted streets. The scars that racial riots in the 1960s, white flight and de-industrialization inflicted still linger in this city as in many old Midwestern centers. But drive a mile from downtown, past desolate fields where NCR Corp. factories once churned out cash registers, and new homes and subdivisions keep popping up...
Racial tension was a big factor. There were race riots in the late 1960s. Then in 1976, school busing began. The white middle class fled, and schools declined. Dayton is one of the nation's most segregated cities, according to several studies of Census data from 1990.
Dayton Mayor Michael Turner is resigned to the fact that the city will never be as populous as it was 40 years ago when it had 90,000 more people. But that's fine, he says. Dayton has something that the suburbs don't have: an urban feel, historic buildings and walkable streets. That's what the city needs to capitalize on, he says.
As with many other cities trying to lure people downtown, old warehouses are being converted into lofts. The old Lazarus department store was demolished, and a new performing arts center is going up. The banks of the Great Miami River are being developed. Wright-Dunbar Village, a dilapidated neighborhood and site of the Wright brothers' family home, is slowly being renovated. And there is a push for more charter schools.
So, Mrs. City Commissioner, the downtown white people built (and abandoned, once the migrating blacks from the south made it an untenable place to live) is in the hands of a people hostile to white suburbia; too bad buildings don't produce tax-revenue as the workers do who once filled them.
City Commissioner Mary Wiseman says there are signs that more people want to live downtown. "And we have the region's downtown," she says. "Whether the suburbs like it or not, we have it."
Why might Dayton be dying? For those racially-blind to the simple economic concept known as the Visible Black Hand of Economics, perhaps the realization that almost all homicide in the city has a black suspect will be a racial Cliff Notes kick-in-the-butt [Nearly 90 percent of city’s homicide victims black:Local figure is twice the U.S. rate, analysis finds, Dayton Daily News, 1-9-2012]:
Almost 90 percent of the city’s homicide victims in 2011 were black, nearly twice the national average, according to a Dayton Daily News analysis.
At the same time the city’s homicide numbers are remaining stable, the percent of homicide victims who are black has increased dramatically from 65 percent in 2003 to 86 percent last year.
“So many (people) don’t know how to handle their anger in a situation, except to pick up a gun,” said Darren Byrd, a street advocate for the Community Initiative to Reduce Gun Violence. The group, which mentors 141 ex-felons, has been credited by its law enforcement partners with a reduction in gang-related homicides by two-thirds.
“If we didn’t do anything for these guys, things would be worse,” Marlon Shackelford, another street advocate, has said. “Because these guys are in gangs and most of them are the shooters.”
Blacks make up 42.9 percent of the city’s population, according to the U.S. Census.
“Black-on-black crime is a problem,” said Sgt. Dan Mauch, head of the homicide unit. “The figures don’t lie.”
Mauch said programs such as CIRV and law enforcement task forces have made a difference in keeping the homicide numbers stable. “If it weren’t for the cooperation between agencies and the advancements in medical care, the 38 homicides we had last year would have been in the 50s or 60s,” he said.
The newspaper reviewed 346 incident reports classified as homicides by police for the gender, age and race of the victim.
From 2002 through 2007, the number of homicide victims fluctuated between 29 in 2007 to 41 in 2006. Mauch attributed 2006’s numbers to a spike in drug killings. But since 2008, the number of homicide victims remained in the mid-30s with the exception of 40 in 2009. That year, the Montgomery County Sheriff’s Office, Dayton Police Department and several federal agencies began a cooperative effort to control gang violence, the reason behind the sudden increase, Mauch said.Low-impulse control + poor future-time orientation + low IQ = Spontaneous Blackness.
R.V. Roush, a native of Dayton, wrote a book in 2008 called A RATIONAL APPROACH TO RACE RELATIONS: A GUIDE TO TALKING STRAIGHT ABOUT CONTEMPORARY RACE ISSUES. In it is a passage that describes 'flash mob' (mahogany mob) violence against whites by blacks in Dayton from the early 1990s:
"In Dayton, Ohio within the first 10 weeks of 1992 "12 whites [were] assaulted for no reason by black teen-agers in the area of Fourth and Main streets downtown. Police confirmed that the first 10 weeks of the years saw a trend of attacks against whites downtown, usually those who were by themselves" (Dwayne Bray, Dayton Daily News, "City Gang Victimized 12 Whites," March 14, 1992). For "no reason" in the report should be amended to read, "for no reason that the reporters cared to determine or speculate about for fear of libel suits if they hinted that the cause may have been race-related, possibly hate crimes."White Girl Bleed A Lot isn't anything new; it's been the catalyst for the destruction of cities from 60 years.
So, outside of the Department of Justice entering into a consent decree with Dayton to hire more black police and firefighters, how do you save this city from drifting into the murky waters of the pee-stained side of the pool where Detroit and Baltimore swim?

Fighting back from the ravages of industrial decline, this city adopted a novel plan two years ago to revive its economy and its spirits: become a magnet for immigrants.
The Dayton City Commission voted to make the city “immigrant friendly,” with programs to attract newcomers and encourage those already here, as a way to help stem job losses and a drop in population.
America is no longer a country; it's a business. And the main drive of this enterprise is to destroy middle class white capital, all the while ignoring the enormous costs/burden of the black undertow (in Montgomery County, where Dayton is located, 36 percent of blacks and 9 percent of whites were on EBT/SNAP in 2009) and the destruction it has caused in Dayton.In north Dayton — until recently a post-apocalyptic landscape of vacant, gutted houses — 400 Turkish families have moved in, many coming from other American cities. Now white picket fences, new roofs and freshly painted porches are signs of a brisk urban renewal led by the immigrants, one clapboard house at a time.
If immigrants can create jobs so easily in Dayton, why can't black people there? And if you blame 'white racism' as the culprit, why is it being selectively enforced against blacks and not immigrants?
