The Minority Business Development Agency (MBDA): America's Answer to South Africa's Black Economic Empowerment (BEE)

We at Stuff Black People Don't Like can barely watch the cable news networks anymore. CNN dedicates hours of programing to programs on Black in America, Debt and Black America and Race and Rage: The Rodney King Story 20 years later.
Will whites be part of this in 2050?

MSNBC just aired "A Stronger America: The Black Agenda." Considering that the Black community is falling apart before our eyes, one would surmise that the Black agenda - whatever it is - isn't going to build a stronger America.

But Black Run America (BRA) will do everything possible to build a stronger Black America, even if that means tearing apart opportunities for white Americans in the process.

Reading a recent issue of The Economist enlightened us on this story from South Africa:
BORN in a black township in 1952, Cyril Ramaphosa rose to become South Africa’s leading trade unionist, switching to politics and then to business after the end of apartheid. He became one of the country’s richest men, and is still occasionally mentioned as a possible future president. Now he is the face of McDonald’s in Africa’s biggest economy.

Mr Ramaphosa, who once said his favourite meal was fish with salad, will own and run all the American burger giant’s operations in the country, including 132 outlets. He will have a 20-year franchise and a mandate to “turbocharge” growth. The price of the deal has not been revealed. Since opening its first restaurant in South Africa in 1995, McDonald’s has struggled against fierce home-grown competition. Famous Brands, its main rival, has more than 1,100 outlets, operating under such names as Steers, Wimpy and Mugg & Bean.
Mr Ramaphosa, a lawyer by training, founded the National Union of Mineworkers, building it up to become South Africa’s most powerful union. He helped bring about apartheid’s peaceful end as one of the African National Congress’s main negotiators. By the time he was elected to parliament in the country’s first fully democratic elections in 1994 he was already being tipped as Nelson Mandela’s likely successor, but he lost out to Thabo Mbeki.

He promptly resigned his political posts and went into business. With his formidable connections, negotiating skills and charm, he took to it like a duck to water. He was one of the first to benefit from the ANC government’s black economic empowerment (BEE) policies, building an empire in mining, energy, property, banking, insurance and telecoms. With investments said to be worth 1.55 billion rand ($224m), Mr Ramaphosa has joined the 31-strong club of rand billionaires. His wife is the sister of Patrice Motsepe, another BEE tycoon and the country’s first black dollar billionaire.

Deals like the McDonald’s one seem to fall into Mr Ramaphosa’s lap. As well as serving as executive chairman of his own Shanduka group, he has a string of non-executive chairmanships and directorships of some of the country’s biggest and best-known companies, including Bidvest, a giant food-service and distribution business. He is also a member of Coca-Cola’s international advisory board. Both positions should serve him in good stead in his new job. Although South Africa’s media continue to talk up his presidential prospects, he says he has no interest in returning to politics.
 Wait, what is the black economic empowerment (BEE) policy that the ANC enacted that allowed Ramaphosa to become so wealthy?:
Black Economic Empowerment (BEE) is a program launched by the South African government to redress the inequalities of Apartheid by giving previously disadvantaged groups (black Africans, Coloureds, Indians and some Chinese[1]--who are SA citizens) economic opportunities previously not available to them. It includes measures such as Employment Equity, skills development, ownership, management, socioeconomic development and preferential procurement.


The end of Apartheid saw control of big business rest in the hands of white individuals mainly. BEE intended to transform the economy to be representative of the demographics (specifically race demographics) of the country.


Successful implementers of BEE also see it as a means to create economic growth in South Africa, and as vital to their corporate strategy.


In response to criticism, the South African Government launched Broad Based Black Economic Empowerment which is the current gazetted framework for addressing Black Empowerment beyond enriching a few.


BEE has also been criticized for creating a brain drain, where the qualified white expertise is leaving for areas where they would not be discriminated against. Inkatha Freedom Party leader Mangosuthu Buthelezi is a strong critic of BEE and supports this view. He has stated that "the government's reckless implementation of the affirmative action policy is forcing many white people to leave the country, creating a skills shortage crisis".[9] Archbishop Desmond Tutu has warned that South Africa is sitting on a "powder keg" because millions are living in "dehumanising poverty" stating that Black Economic Empowerment only serves an elite few.[10]

The South African government has passed an economic redistribution of opportunity rule in the BEE, as a way of addressing past discrimination by the small white minority there. In the United States, we have something similar -- though not as a big, yet, or as sinisterly named -- called the Minority Business Development Agency:

The Minority Business Development Agency (MBDA) is part of the U.S. Department of Commerce. MBDA is the only federal agency created specifically to foster the establishment and growth of minority-owned businesses in America. 

MBDA is an entrepreneurially focused organization committed to wealth creation in minority communities. The Agency's mission is to actively promote the growth and competitiveness of large, medium and small minority business enterprises (MBEs). 

MBDA actively coordinates and leverages public and private-sector resources that facilitate strategic alliances in support of its mission. The vision is to function as an entrepreneurial organization serving entrepreneurs.

MBDA Helps Grow Minority Businesses

MBDA provides funding for a network of Minority business centers located throughout the Nation. The Centers provide minority entrepreneurs with one-on-one assistance in writing business plans, marketing, management and technical assistance and financial planning to assure adequate financing for business ventures.
The Centers are staffed by business specialists who have the knowledge and practical experience needed to run successful and profitable businesses. Business referral services are provided free of charge. However, the network generally charges nominal fees for specific management and technical assistance services.

MBDA Has Over 40 Business Development Centers

The Centers are located in areas with the largest concentration of minority populations and the largest number of minority businesses. Locate a center near you.
The Obama Administration has sought to enlarge this program. How many major cities have contracts (or steer new business) where only majority-minority owned firms are allowed to bid on projects? Look at Atlanta's Hartsfield International Airport to see an example of this.

The United States of America already has a government program similar to the Black Economic Empowerment (BEE) of South Africa. It's been around since 1969 and has helped an untold amount of people -- on the taxpayers dime -- excel in business. The majority of those people people have been Black (no word on if immigrants -- legal or illegal -- have benefited from this program).

MSNBC didn't need to air the panel discussion on the Black Agenda today. The Black Agenda is already the agenda of America, as Black Run America (BRA) seeks to better Black life at the expense of everyone else.

At some point soon, a major franchise in America will mandate that only Black entrepreneurs can become owners of new stores. We bet that it will be McDonald's. Trained through the MBDA, these individuals will be touted as testaments to capitalism and examples of innovation in the Black community.

Just like any economic success in South Africa, it is all manufactured. Black Run America in action...

BEE is a very big problem for whites in SA, many have to start their own companies to find a living because there are no jobs for them, everything goes to blacks. Also, if your company grows bigger, BEE requires you to hire blacks. It doesn't matter if you actually have a job for them, skills be damned, color is what counts. This of course drives up the cost of business, and eventually consumer prices for everyone, just because companies are forced to hire useless people who sit around all day doing nothing just to fill a quota. SA whites are not long for this world, unless they actually unite and fight back, which could happen if the blacks riot and start another African genocide. Amazing, after all that has happened, that people still have faith in multiculturalism and that Nelson Mandela is still praised all over the world. At least this guy has had enough.

The best thing I ever did in my business was claim to be African American. As an AA owned business I get preferential governmenth contracts and sub-contracts.

60% of my revenue comes from these contracts. Ever year I donate 5-7% of my gross profit to local NAACP Chapters and some of the communities black outreach programs run by City Council members. These "Charitable" donations keep the wheels turning for my business and are tax deductable.

Also if anyone questions my ethnic heritage than I can turn to the Charities I donate to to diffuse the situation.

It is a scam - almost like the old Mafia. For me it works.

I have had the privilege to know and work with a few white South African expatriates over the last few years. All of them have been very professional and adept at their jobs.

The white South Africans whom I know personally have all been very friendly and easy to talk to about all manner of things, with just one notable exception: None of them have been quite so eager to discuss much of anything with me about South Africa itself. I have been able to sense that the current status of South Africa is a sensitive and perhaps even painful subject for all of them, so I have decided to never mention this topic again to any of them, even though none of them have ever gone so far to ask me not to try discussing the current status of South Africa with them.

I have only more recently begun to understand why my white South African friends and colleagues apparently feel they way in which they do about South Africa. It's quite likely that each and every one of them has had their lives thrown into a turmoil since 1994. They might even feel as if their country has been stripped away from them and handed over to bunch of outright imbeciles and thieves, which would explain why each and every one of them chose to leave South Africa behind to make new lives for themselves. If things in America don't start changing for the better, and start changing soon, a lot of hardworking white Americans are going to know exactly how this feels too, but where will they be able to go to?

First off, Africa should encourage white people to stay, whites of goodwill should be offered preferential treatment to lend their expertise and intellect to develop Africa not ran out of the continent for past injustices. However, there is a continent of people who have to be put to work on some productive level to contribute to the global world. We cannot on one hand say blacks are functionally retarded and then when they are given business opportunities and succeed and are capable of running their own affairs get upset. That should be the goal, I would implore Africans to join in on humanitarian efforts in world disasters and bring goodwill and aid or at least a cheap vacation spot for overworked white people instead of trying to get reparations. If the people of Africa were to embrace knowledge as India has then there would be a global economic resurgence that would make many white people wealthier by opening new markets as well as possible "weird" inventions that could come out of a people from such a unexplored place.

Africans can't look after themselves, let alone contribute to humanitarian efforts. Normally they are the cause of world disasters. For Africa to be a cheap vacation spot for white people it would need to be safe, and like most places full of black people, it isn't. Asia is much better for a cheap vacation spot. Africa is incapable of embracing knowledge, it goes against their personality traits and intellectual ability.

Are you aware of the breadth of black businesses that exist?

What is the crime rate for black communities.

Why do blacks score lower on IQ tests.

Why is the drop out rate so high for blacks.

Why is Africa in shambles despite almost half a century of black rule?

I am sure there are a few blacks who do very well in Europe and America. But you are going to give credence to the whole because a statistically insignificant small part succeeded.

Snape, in the 100-year history of IQ testing, and in spite of monumental effort, researchers have not been able to concoct an IQ test that shows different races to be intellectually equal. Results have been remarkably consistent with East Asians scoring highest, negroes scoring lowest, and whites in the middle.

If this is too much for your delicate system to handle, then please feel free to continue your life in fantasyland where these facts don't exist.

Snape and his ilk refuse to understand statistics. He will forever misunderstand that the same range of behaviors in two populations does not mean the same distribution of those behaviors within each population.

He will have endless rationalizations why statistics is old, white, and flawed, or has somehow been supplanted by new progressive theories. He will never admit that hard statistical data reflects underlying reality, i.e., Reality is Racist.

It's impossible to argue with someone like Snape who dwells in a land of theory, narrative, and fantasy... why even try?

That the same behaviors can and do occur in two human populations (and this "human" descriptor is important because humans are not like animals; we have reason and free will) means that these behaviors are within the behavioral propensities of both human populations, or humans, in general. The behaviors are not exclusive or discriminating. That the behaviors have differing distribution in the human populations means one must look at the environmental factors - which play a larger role in the human being than genes; everyone has the the same genes, just differing expression - influencing the different distributions of said behaviors.

Do you follow? I tried to make it as simple as possible.

Here's an apropos quote from John Howard Griffin's "Black Like Me" (don't worry; he's a white man - it's recommended reading), p. 89-90; a young white man told him the studies he's read indicate that blacks and whites are different, to provide you some context:

"They (the studies) don't deal with any basic difference in human nature between black and white.... They only study the effects of environment on human nature. These characteristics don't spring from whiteness or blackness, but from a man's conditioning."

The young white man then indicates that blacks have more illegitimate children, earlier loss of virginity, and more crime; Griffin writes:

"The fact that the white race has the same problems proves these are not Negro characteristics, but the product of our condition as men.... When you force humans into a subhuman mode of existence, this always happens. Deprive a man of any contact with the pleasures of the spirit and he'll fall completely into the pleasures of the flesh."

Think about it: there's crime everywhere, poverty everywhere, war everywhere. Griffin's on to something...

Here's a suggestion to Snape: as a first step in proving your absurdities about the effects of heredity versus environment on a statistical population, please go find us the exact environment where caucasian fathers will have negroid babies with oriental mothers. That will allow you to rewrite not only the science of statistics, but Darwin as well.

As I indicated before, discussing statistics with Snape and his mindless ilk is useless. They are the precise definition of the word ignorance. Get used to it, Snape... statistics reflect innate reality, and Reality is Racist.

Snape, in every well-designed statistical study on different populations, they use well-known techniques to control for external, i.e. environmental factors. The results of every such study indicate that blacks have an IQ one standard deviation below whites, while other studies indicate that blacks are likewise more prone to violent impulsive behavior. Ignorance, thy name is Snape.

BTW, a correlation I and others have noted here is that, just about the time D*siree was banned, Snape pops up. Assuming that you are not D*siree disguised, you must have some relationship to her somehow. Are you her academic advisor, perhaps? I once accused her of posting here for an ongoing school project at UNLV-Reno. Snape, you are probably what passes for academia these days. No wonder the majority US population has been propagandized and dumbed down to the point of uselessness.

Professor Snape reminds me of Desiree. It doesn't matter how long and what we say he will never change his mind because he doesn't consider what we say to be true, correct or real. I find his name interesting because there is a tipping point where intelectuality turns to absurdity and unreality. Professor Snape uses a lot of abstractions thereby creating complex explanations for his rejection of the good. Common liberal tactics include double-think (two contradictory things at the same time), averting and transfering blame (blaming conservatives for liberal causes or liberal caused ills), subverting conservatism from within (liberal in conservative drag), attacking on the person (mad or stupid) and dooming conservatism to failure (crazy extremist fascist etc). Professor Snape has spent most of his life in the reprogramming camps known as educational facilities. The "better" the schools, the higher the degrees, the deeper the corruption and more removed from nature is the final result. Today's schools and academia is mostly worthless. I have only enjoyed courses and media which doesn't praise or encourage liberalism since 2008 which was about my 'awakening' (I have reduced between 1/3 to 2/3 of the my previous viewing but that's worth it).

Statistics are numbers, a useful scientific tool when one needs to quantify and correlate data and "predict" outcomes. Probability theory and the other underlying principles of statistics work perfectly in theory. Typically, I don't dispute numbers; I've mentioned this on this site before. The numbers are the statistician's numbers, in general. That said, though, this does not mean there was not systemic errors and faulty methodologies that affect these numbers to the point they are suspect.

As Griffin stated, and what you've conspicuously avoided, the statistics you are undoubtedly referring to, the ones made by social scientists, are NOT measuring anything "innate". Their statistics cannot do that; they can only represent what is quantifiable by that researcher. And, since statistics is a tool, not some All Knowing voodoo, it has its limits, and that limit is based upon the methodologies used to gather the data being analyzed, the area where data was gathered, hell, the goals of the researchers and/or the organization paying for the "stats".

This is a hard reality. The statistics are not the issue; it's math, the "perfect" science, everything works 100 percent in theory. But you are unwilling to acknowledge human error, human bias, and scientific limitation.

I should note that the "probability" aspect of statistics, when coupled with all of these potential pitfalls in the data grabs, is even more dubious. Let's not forget you can easily lie with statistics, too. An important statistical truism: "correlation does not necessarily equal causation".

For example, I read a "statistic" that left me scratching my head. It said a little over 50 percent of black women had genital warts or herpes - I cannot remember which. The black population is about 46 million people, let's assume that 23 million of those are women. That stat essentially says a little more than 1 in 2 black women have herpes, almost 12 mil black women. Theoretically, you should be able to look at 10 black women and 5 of them will have herpes. Of course, this may be simplistic but people with even minimal computation skills would be able to come to the conclusion that 1 in 2 black women are infected. But where was this sample gathered, is the first question. Did they gather all of that data at an urban free clinic? What were the measurement definitions?

What I'm saying is, when you use statistics - a tool - to "reflect" faulty, biased, pseudoscientific data, the statistical end-product is virtually moot. Understand this next time and submit an actual argument in lieu of a personal attack. Statistics reflect only what the researchers want it to reflect - that's not a jibe at the science, don't forget that.

Snape, you're seeming more and more like an idiot. I'm sure the above sort of argument has NEVER occurred to a statistician...no doubt their entire field has been totally oblivious to this criticism, and they've done absolutely nothing to deal with it.

Quite naturally, you are going to come across a lot of propaganda against the readjustments made by the newer South Afrikan government to address the injustices made against Black South Afrikans. But unless anyone forgets, it was white Europeans who came unwelcomed to an established culture in the South Afrikan region. Why did they not stay in Europe, where they might have had a better fortune in a more compatible environment.

Personally, I don't believe the hype that comes out against successful Black South Afrikans. As with anything in life, there's an agenda behind the negativity coming from whites. There have also been numerous stories of Black people form the U.S. who've become huge successes in business in South Afrika, where they have been limited here based purely on the silliness and binding of "race". I would suggest that white Europeans currently in South Afrika follow the same trait and return to Europe, where they will have greater fortune and prosperity with their "own" European relatives.

Let's face it. Retribution is a twelve-letter word, especially when you stole, abuse and subjugated a native people in their own land. Black South Afrikans are not taking it anymore, and white Europeans should just adapt to the new South Afrika if they plan to stay there. What's so funny is that nobody cared as much about the welfare and economic outcome of Black South Afrikans when they were under the submission of an illegitimate apartheid government, which makes this whole argument ridiculous!

As much as I LOATHE Tutu (Israel hater), he is correct on this issue. Whenever a new BEE deal is done, it is always the same 16 or 17 extremely wealthy nouveau riche individuals/families who benefit every time. The rest of the country suffers in extreme poverty.

In my province (Limpopo) there is a 48 percent unemployment rate. This includes myself - I have been looking for a job for over 18 months now, and as a qualified bookkeeper with 30 years experience, I cannot find one. Mainly because I'm white, 50-years old and not corrupt. I'm afraid that as a "white male" you are persona non grata in South Africa. The corruption in this country is shocking.

So yes, there are a couple of factors which contribute to this 'perfect storm': corruption; unprecedented crime levels; nepotism; laziness; inability to take responsibility for your actions and the willful blindness to the faults of one's 'brother'. If a high ranking cabinet official get caught out for any of the above, he/she is just moved to another post of influence in another department.

As a Christian, I am commanded by the Lord to love all people (including my enemies) and to pray for them. This I do, but sometimes it is extremely difficult.

I think the main reason South Africa hasn't gone the way of Zimbabwe is that there are still too many whites here, freedom of the press is relatively good (although the ANC wants to pass a law to prohibit certain freedoms), the judiciary is still independant, and after 18 years of rule the black majority government is really no better than the apartheid government was.

And finally, Professor Snape - you have no idea!
