Chicago 2012: Freedom Failed

When Black-Run America (BRA) ends - and it will - the so-called "Great Migration" of Black people from the southern states to the northern states will see its grossly inaccurate moniker tossed aside for a more fitting sobriquet: "Manifest Destruction."

The demise of once great cities and like St. Louis, Gary (Indiana), Newark, Camden, Philadelphia, Buffalo, Cleveland, Milwaukee, and - yes - Detroit, all come courtesy of the "Great Migration" of Black people from the south, who left Jim Crow for the promised land of the north.

Strangely, the Black people they left behind in the south also aided in the demise of major metropolitan areas, such as Atlanta, Birmingham, Memphis, New Orleans, and - were it not for a carefully polished set of Mickey Mouse ears - Orlando.

'Manifest Destruction'-- it has a nice ring to it, and cuts to the heart of what "progressives" helped enact in the 20th century by the methodical push for the enactment of a society dedicated to advancing Black people, regardless of the adverse effects that these policies (and laws) have on the infrastructure of great cities.

One such city that a mere one hundred years ago was less than two percent Black, is beginning to resemble Detroit in 1967. Well, pre-riot Detroit in 1967.

Chicago needs no introduction, for one who reads SBPDL is aware of the Second City's status as being subjected to the fully misery and onslaught of 'Manifest Destruction' (Shoot to Thrill; Guns Don't Kill People, Dangerous Minorities Do: Chicago Edition; An Open Letter to Community Mein Obama Organized) and should be able to calmly surmise that "Detroit 2012" is a fate that awaits The Windy City.

The Chicago Defender editorializes "that collective efforts are needed to reduce crime numbers" but a recent article in the Chicago Tribune would stress otherwise, painting a picture of the dysfunction and chaos that comes courtesy of the practitioners of Manifest Destruction:

Violent crime has long afflicted minorities in Chicago at a much higher rate than the rest of the population, and the spike in homicides in the first half of this year provides an especially stark measure: 201 of the 259 homicide victims were African-American.
While blacks make up about 33 percent of the city's population, they accounted for nearly 78 percent of the homicide victims through the first six months of 2012.

By comparison, just 11 homicide victims in the first six months of the year were white, and 44 were Hispanic, according to police data.

The pattern is a familiar one in Chicago, where most violent crime happens in impoverished, mostly black neighborhoods on the South and West sides. Annual Chicago police statistics show a majority of both homicide victims and offenders are young black men with criminal records. With one exception, African-Americans have made up more than 70 percent of homicide victims in Chicago every year for the last two decades.

The Tribune reported Monday that 143 of the homicide victims in the first half of the year were listed as being at least affiliated with a street gang. The data obtained by the paper represent the Police Department's preliminary assessment of crimes and are subject to revision as investigations progress.

A deeper review of the numbers shows males ages 15 to 35 made up nearly three-quarters of African-American homicide victims. Police data showed that 133 of those 145 victims had arrest histories.

Of the 44 Hispanic victims, 27 were males ages 15 to 35 and had arrest histories, according to the data. Three of the 11 white victims were males in that age range with arrest histories.

As stress escalates in neighborhoods that are as dangerous as foreign war zones, African-American political leaders are expressing frustration with the policing strategies of police Superintendent Garry McCarthy and Mayor Rahm Emanuel as well as the systemic problems in their communities.

Ald. Willie Cochran, a former police sergeant who represents the South Side's 20th Ward, said it's a struggle to guide young black men in his community onto a positive path. He touted vocational and education programs at nearby Kennedy King College but said young men on the street frequently tell him they can't take part in the programs he's promoting because they would have to traverse rival gang territory to do so.

"I can't put a program on every block," Cochran said, adding he challenges the men: "'You all have to get some kind of truce that will enable you to get some training and get you prepared to get yourself out of the situation you've gotten into.'"

Through the first six months of the year, homicides were up by nearly 38 percent over last year.

Blacks made up 140 of the 188 victims in the first six months of 2011, according to police data.

 Chicago's neighborhoods aren't seeing a "spike in violence" -- Chicago's Black neighborhoods (just like those in Memphis, Detroit, Birmingham, Atlanta, New Orleans, Baltimore, Richmond, Dallas... oh hell, you get it) are seeing increases in violence, despite record number of Black males locked away in prison.

And records more aborted.

Fears of this Black crime wave are now spilling over into the bean-counters laps, with accountants now beginning to see diminishing financial returns in revenue generated by tourism:

Chicago's extensive efforts to reinvigorate its convention and tourism industries could be damaged unless the city quickly defuses the violent crime wave that has exploded in its neighborhoods and nicked the downtown, the city's top convention and tourism official said Wednesday.

"We hope this sunsets quickly because all the good work we're doing regionally, nationally and internationally, if this is not contained in a reasonable period of time, it will have an impact," Don Welsh, president and chief executive of Choose Chicago, said in a morning meeting withthe Chicago Tribune'seditorial board.

News reports of several unprovoked attacks by youths in the Michigan Avenue corridor and of the surge in homicides in some impoverished Chicago neighborhoods are triggering concerned calls to Choose Chicago, the newly restructured not-for-profit agency that combines the city's convention bureau and its office of tourism and culture. The issue has gained national attention in The New York Times and other media.

'Manifest Destruction': It has turned Detroit (90 percent Black in 2012) into the "Ruin Porn" capital of the world, whose current inhabitants reside in a city that has reverted to the mean, all while the echos of the former inhabitants - the white creators and builders of the city - rain down upon them from atop decaying and abandoned skyscrapers and factories.

Though the Black population in Chicago is dropping, with many Blacks migrating down south, the remaining population is still capable of scaring aware precious tourism dollars and outside investments of capital. Tribal war has come to Chicago, and not even Elliot Ness and his "Untouchables" could combat the legions of minority marauders - 3/4ths Black, 1/4th Brown - who destabilize the city with each passing second:

Chicago is in the grips of a deadly gang war. At least 275 people have been killed in the city so far this year and many more have been shot, many of them innocent bystanders to the gang violence. Among the latest victims were 12- and 13-year-old girls shot Tuesday night. They survived.

Sgt. Matt Little leads one of the teams in Chicago's Gang Enforcement Unit. There are about 200 such officers in the city-- versus 100,000 gang members.

"Almost all the violence we're seeing now is from the gangs," Little said. "When there's a shooting we'll respond to the shooting. We'll figure out where we believe the most likely area for retaliation is and we'll work that area trying to both prevent retaliation and possibly build a case on offenders."

CBS News rode along with Little's team as dusk fell on poor neighborhoods of vacant lots and high anxiety. 

Little responds to a man with a gun call. In just two hours, we witnessed repeated stops, searches and arrests.

"They are smart enough and savvy enough to have people run interference, to have plausible stories, to have a whole system of things they can bring up to try to interfere with us doing our jobs," Little said. "They know we're out there and that has an effect on what they're willing to do."

He sees the same people "all the time."

Sgt. Little is a decorated veteran of Iraq and Afghanistan. He said that parts of Chicago are comparable to what he saw in combat.

It's "tribal warfare," he said, "and as it continues to build unless we manage to interdict it, and manage to stop it long enough for the blood to stop boiling, the heat to die down."

When will it stop? Only when Black-Run America (BRA) ends

 Recall that Chicago is 31% white; 32% Black; and 29% Hispanic. The reality of the onus on Black people for the crime in Chicago is staggering, only eclipsed by the silence in placing the blame squarely at 'Manifest Destruction' for the Black crime wave that has flooded Chicago for two score.

Just a quick glance at the 2010 Chicago Police Department Annual Report illustrates that 71 percent of all arrests in Chicago (for violent-down-to-petty crimes) required the reading of Miranda Rights to a Black male or Black female. Of the 167,541 people arrested in Chicago, only 8 percent were white males or white females.

Mayor Rahm Emanuel has said the criminality plaguing Chicago is all about gang bangers having the "wrong values." No, Mr. Emanuel -- it's just the greatest current example of mass 'Manifest Destruction' that are our lying eyes aren't supposed to see or notice, certainly not to discuss in public as being anything other than some macabre form of white privilege mixed with equal parts post-colonialism and a rebellion against euro-centrism.

It was the 'Manifest Destiny' of European-descended people to conquer this continent, and build thriving cities from sea-to-shining-sea; it was the 'Manifest Destruction' of African-descended people who have caused once thriving cities to become Detroited.
