The Death of "The Atlanta Way": New York Times Profiles Sandy Springs

The Atlanta Way: A truce that is nearing its end
You might recall that we quoted from A Man in Full in a story detailing President Obama’s gratuitous use of street slang in campaign material directed at Black people (African-Americans for Obama: “Got Ya Back!”) all of which was hilarious parodied in Tom Wolfe’s book on Atlanta racial politics that was written in 1998.

The below scene from Wolfe’s book – found on p. 97 - brings us a conversation on The Atlanta Way, between the light-skinned Black Mayor Wes Jordan (naturally, a Morehouse man) and Roger Too White:
“Atlanta’s a small world,” said the Mayor. If you look closely, there’s a handful of people who do everything.”  
It’s not very complicated,” said Wes. “He thinks he’s going to win. In these all-black elections, I don’t see white businessman wasting time on ideology and issues. It’s more like ‘Can I do business with him or not?’ and I’m sure Armholster (Inman Armholster, fictional white businessman in Wolfe’s A Man in Full) is all ready to do business with Andre Fleet. That’s what is known as ‘the Atlanta Way’.”  
“The Atlanta Way?”  
“Exactly,” said [Atlanta Mayor] Wes Jordan, “the Atlanta Way. Did you ever unravel a baseball?” 
 “No.”  
“It’s not a particularly illuminating exercise, but I used to enjoy doing it when I was ten or eleven years old. After you take the white horsehide cover off, you come across a ball of white string, or it’s like string. There’s about a mile of the stuff, once you start unraveling it, all this white string. Finally you get down to the core, which is black, a small hard black rubber ball. Well, that’s Atlanta. The hard core, if we’re talking politics, are the 280,000 black folks in South Atlanta. They, or their votes, control the city itself. Wrapped all around them, like all that white string, are three million white people in North Atlanta, and all those counties, Cobb, DeKalb, Gwinnett, Forsyth, Cherokee, Paulding… So how do those white millions deals with that small black core? That’s what leads to the Atlanta Way. Remember that billion-dollar expansion of the airport back when Maynard (Young, Atlanta’s first Black mayor) was Mayor? Well, Maynard got the “business interests’ together and, “Boys, here’s a billion-dollar project.’ So they’re salivating, of course, and then he says, ‘And 30 percent of its going to minority contractors.’ They gulped – but only for a moment. Seven hundred million was nothing to look down your nose at, either, and in no time they were salivating all over again, and they figured they’d just make do with the minority contractors some way or other. Later on Maynard said, “That airport created twenty-five black millionaires.’ He was proud of it, and he had every right to be. That’s the Atlanta Way.”
The Atlanta Way. For more than sixty years, one of the world's greatest cities (well, the Coca-Cola company would have you believe it) has survived on a steady racial truce: the progressive white business leaders, who provide the economic life-blood of the city (tax revenue redistributed to Black people in the forms of city and county jobs) ceded power to an entrenched Black political class that has strived to enrich only itself and connected parties, all the while ignoring rising rates of Black underclass reliance on the government for... everything.

It shouldn't take a genius to understand that this situation wasn't going to be sustainable forever. With the anointed Black political class laying a welcome mat for any Black person with an IQ over 95 (or below) to ditch the city they live in and head to the "Dirty South" to seek their fortune, that hard Black rubber ball that served as the center of Wolfe's metaphor on Atlanta has now slowly seeped into those once prosperous white counties.

The consequences of the migration to Atlanta by hundreds of thousands (if not millions) of Black people since the "Welcome to the Black Mecca" sign was turned has been catastrophic.

On March 28, 2011, Katie Leslie wrote an article for the Atlanta Journal Constitution that hinted at The Atlanta Way ending (Lawsuit seeks dissolution of Dunwoody, Sandy Springs, Johns Creek, Milton, Chattahoochee Hills: Suit says 'super-majority white neighborhoods' were created). In this piece, The Georgia Legislative Black Caucus filed a lawsuit "to dissolve the city charters of Dunwoody, Sandy Springs, Johns Creek, Milton and Chattahoochee Hills. Further, the lawmakers, joined by civil rights leader the Rev. Joseph Lowery, aim to dash any hopes of a Milton County."

Here's what Leslie wrote:
The lawsuit, filed in a North Georgia U.S. District Court Monday, claims that the state circumvented the normal legislative process and set aside its own criteria when creating the “super-majority white ” cities within Fulton and DeKalb counties. The result, it argues, is to dilute minority votes in those areas, violating the Voting Rights Act of 1965 and the Fourteenth and Fifteenth Amendments to the Constitution. 
“This suit is based on the idea that African Americans and other minorities can elect the people of their choice,” said Democratic State Sen. Vincent Fort.
According to the 2010 census, Fulton County is 44.5 percent white and 44.1 percent black. About 54 percent of DeKalb County residents are black, and 33.3 percent are white. 
Sandy Springs, created in 2005, is 65 percent white and 20 percent black. Milton, formed a year later, is 76.6 percent white and 9 percent black. Johns Creek, also formed that year, is 63.5 percent white and 9.2 percent black. Chattahoochee Hills, formed in 2007, is 68.6 percent white and 28 percent black, while Dunwoody, created in 2008, is 69.8 percent white and 12.6 percent black.
Translation: Black people realize the gravy train of The Atlanta Way will end if white people dare flex any political power and decide they no longer want to pay for the proliferation of the Black Underclass (what we have dubbed the Black Undertow, which has overwhelmed much of Metro Atlanta).

White people have one purpose in Atlanta and the rest of Black-Run America (BRA): pay taxes so that Black people can live in a cradle-to-grave society, while simultaneously keeping their mouth shut about this one-sided proposition.

Well, The New York Times on June 23 profiled one of those dissenting "white" cities that dares (David Segal, A Georgia Town Takes the People’s Business Private) disrupt the flow of capital from white tax-payers to the Black political class. Sandy Springs, a renegade majority-white city in North Fulton County, might be engaging in the first example of open warfare with the system known as BRA that "could" become the model for separation that rich white, majority white cities employ to escape the crushing taxation needed to keep alive counties under Black political domination.

Segal writes:

F your image of a city hall involves a venerable building, some Roman pillars and lots of public employees, the version offered by this Atlanta suburb of 94,000 residents is a bit of a shocker.

The entire operation is housed in a generic, one-story industrial park, along with a restaurant and a gym. And though the place has a large staff, none are on the public payroll. O.K., seven are, including the city manager. But unless you chance into one of them, the people you meet here work for private companies through a variety of contracts.

With public employee unions under attack in states like Wisconsin, and with cities across the country looking to trim budgets, behold a town built almost entirely on a series of public-private partnerships — a system that leaders around here refer to, simply, as “the model.”

Cities have dabbled for years with privatization, but few have taken the idea as far as Sandy Springs. Since the day it incorporated, Dec. 1, 2005, it has handed off to private enterprise just about every service that can be evaluated through metrics and inked into a contract.

To grasp how unusual this is, consider what Sandy Springs does not have. It does not have a fleet of vehicles for road repair, or a yard where the fleet is parked. It does not have long-term debt. It has no pension obligations. It does not have a city hall, for that matter, if your idea of a city hall is a building owned by the city. Sandy Springs rents.

Does the Sandy Springs approach work? It does for Sandy Springs, says the city manager, John F. McDonough, who points not only to the town’s healthy balance sheet but also to high marks from residents on surveys about quality of life and quality of government services.

But that doesn’t mean “the model” can be easily exported — Sandy Springs has the built-in advantage that comes from wealth — or that its widespread adoption would enhance the commonweal. Critics contend that the town is a white-flight suburb that has essentially seceded from Fulton County, a 70-mile-long stretch that includes many poor and largely African-American areas, most of them in Atlanta and points south.

The prospect of more Sandy Springs-style incorporations concerns people like Evan McKenzie, author of “Privatopia: Homeowner Associations and the Rise of Residential Private Government.” He worries that rich enclaves may decide to become gated communities writ large, walling themselves off from areas that are economically distressed.

“You could get into a ‘two Americas’ scenario here,” he says. “If we allow the more affluent to institutionally isolate themselves, then the poor are supposed to do — what? They’re supposed to have all the poverty and all the social problems and deal with them?”

The champions of Sandy Springs counter that they still send plenty of tax dollars to the county and that race had nothing to do with the decision to incorporate. (The town’s minority population is now 30 percent and growing, they note.) Leaders here say they had simply grown tired of the municipal service offered by Fulton County.

“We make no apologies for being more affluent than other parts of the metro area,” says Eva Galambos, the mayor of Sandy Springs. And what does she make of the attitude of the town’s detractors? “Pure envy,” she says.

Sandy Springs residents still send roughly $190 million a year to Fulton County through property taxes, about half of which goes to schools, including those in Sandy Springs. But by incorporating, the town gets to keep $90 million in taxes a year to spend as it pleases.

Has this financially hurt the rest of Fulton County? It has, says the county manager, Zachary Williams, who calculates that the incorporation of Sandy Springs, and neighboring towns that incorporated after it, cost the county about $38 million a year. Mr. Williams described the figure as “significant,” especially given the strains imposed by the economic downturn.

“I would bet that Atlanta is top five in the country in terms of foreclosures,” he says. “I think our vacancy rate is 14 to 18 percent.”

Some Georgia politicians outside Sandy Springs regard it and other breakaway towns as “the first shot in the battle to destroy Fulton County,” as State Senator Vincent Fort, a Democrat whose district includes part of Atlanta, put it.

“What you have is the northern section of the county,” he went on, “which is mostly white, seeking to leave the rest of Fulton County, and doing so with what I think are racially tinged arguments about the corruption and inefficiency of local government.”

Town leaders say race had nothing to do with it. Mayor Galambos said, “A 94 percent vote in favor of incorporation speaks to the broad community support for self-government and a desire to have local dollars remain local.”
That the Department of Justice has not stepped in and declared war yet on Sandy Springs for depriving the rest of Fulton County (outside of Buckhead, and pockets of Urban Pioneers in South Fulton, the county is the Black Undertow personified) of much needed white tax dollars to redistribute to "the Black hard core of Atlanta" is a mystery that will one day need an answer.

Because if Sandy Springs successfully leaves Fulton County and creates a new county (with those other majority white cities) then you have the blueprint for a secession movement that would instantly spring up in other major cities that are heavily segregated but under Black political control.

Birmingham, Charlotte, Memphis, Chicago, Philadelphia, Baltimore, Indianapolis, Kansas City, Milwaukee, St. Louis, Montgomery... you will be looking at wave of secession movements that are basically about denying an entrenched Black political class (Blacks control city hall, but have yet to turn this into economic power --- The Visible Black Hand of Economics in action) the ability to redistribute  white tax dollars.

But here's the problem, which was delineated in Connected Capitalism: this model is basically the grounds for creating mini-South Africa's in America, hundreds of them. As Black Undertow continues to get worse, cities will begin to privatize their own security forces (can you say XE/Blackwater?) and implement the same draconian measures we see the dwindling white minority in the Rainbow Republic of South Africa take.

This is the great quandary of BRA's coming collapse: if the Sandy Springs model is successfully implemented in other cities/counties, the inevitable will only be delayed and the South Africanization of America will be crystallized.

Opposition to this system can longer be supplied via abstractions: if America is a nation of laws, what does it matter what people live here and abide by them? What does it matter what language they speak?

If the move to incorporate Sandy Springs is about abstractions, so be it. But if Vincent Fort is right, and the move is to deprive the Black political class in Atlanta of the precious flow of white tax dollars, then a moment that could paralyze the world is near.

The City too Busy to Hate... devastated by white people daring to understand that self-determination means no longer being forced to pay for the proliferation of a Black Underclass that commits virtually all the crime in Atlanta, nor pay the bloated public salaries for Black city/county employees that create an artificial Black middle class.

The Atlanta Way has been the blueprint for too many other municipalities and how racial dynamics have been governed in them, and America, for far too long.

I have to say, I'm now behind any attempts to find new oil/energy. Who could think of a better way to collapse this entire rotten system? I cannot. For what it is worth, I've been planning to build a ranch that is run on wind, solar, and geothermal, along with purchasing a commercial greenhouse. A little thought goes a long ways, know what I mean?

Joseph Lowery sued Sandy Springs because it was "too White".

To the Diversity, Whiteness in any quantity other than the lone, isolated, vulnerable, and weak Whitey is too White.

They say S.Spr. is 80% White, but if you drive through it and go into the stores and restaurants and look at who is driving on the streets, it looks 80% Diversity, mostly negroid and border jumpers and some dark look that you can't even identify.

Have you been into a store recently and see the ads? Blacks, browns, duskies, and White girls, but no White boys or men.

We are being relegated to invisible status, unless we are flamer gays, then we get Gay Pride Day at the Pentagon.

Everything is now turdworld, so get prepared for that. The idea of progressing forward to new heights of civilization is Dead.

I recently did a thought experiment: divided up the USA into race groups. 66% White, 13% Black, 16% Hispanic, 5% Asian, 1% Amerindian. I started calculating the financial and social effects on the country if I removed a group or groups. Or combined a couple of them into a separate nation.

My unprofessional impression: without Whites, Blacks as a group could not survive; without Blacks, Whites would do very well. Whites need them for nothing essential.

My conclusion: uncomfortable though the language be, Black America as a group now has a mostly parasitical relationship with White America, depleting a host to survive. Worse than I expected.

You've got a particular detail about St. Louis not quite correct here, PK. St. Louis city is an ''independent city'' in Missouri and not part of surrounding St. Louis County. Yes, the black undertow still is in play there and the groids in St. Louis County along with the usual DWL types are always touting the benefits of merging the two again (they were together before the civil war) - so the looting via taxation can proceed even faster.

Used to live there and have relatives in the area still. The county's separation was long been a way to keep the more odious sucking sound of the undertow at bay.

What are blacks supposed to do if white people aren't financially babying them anymore?

Here's a revolutionary idea.
Start using birth control: Spend $10.00 a month for generic birth control pills and put a pill in your mouth every morning and swallow. It takes less brainpower than wiping your ass.

Of course, we're not naive anymore. No honest person believes that sexual/reproductive responsibility is going to become an integral part of black culture.
Not only are most black girls too air-headed to use birth control effectively, but black people have a sense of power through quantity rather than quality.

It good to White people abandoning bleeding heart liberalism for a more realistic approach to the black mob and their DWL allies.

The very idea of these clowns considering themselves to hold some power that let's them "allow the affluent" anything is a joke. Well done, Sandy Springs. Well done, Paul for writing about it. Let's hope that they succeed in depriving the black undertow of any dollars they can while continuing to invest in the community in ways that are economically sound and free of the necessary inefficiencies that allow black people and their sympathizers to loot and pilfer their way back to poverty. I would certainly love for one of these town leaders to step up and admit that they're segregating themselves from the black undertow and start spitting statistics about black crime and dependence, and the inefficiency and corruption that is BRA, but I'm happy they're winning regardless.

What I don't understand is how a town willing to go it alone and handle their own business in a way that serves the population positively could ever be looked at as stealing their own money from the county that is unable to provide the same standard of living even by running a deficit to do so. The balance sheet doesn't lie. If the county was smart, they'd be adopting the model, and anyone who disagrees obviously doesn't want efficiency and a better life, or they're fully aware that the whole experiment proves once and for all that black people are an anchor around the neck of white Americans who could all be "affluent" if we just stopped pulling.

If you begin to think long term consequences of the Atlanta paradigm then some rather unpleasant scenarios appear.

E.g. if/when whites become a dust mote in the history of humanity what social environment will the African natives and their descendants have to deal with? How about several billion peoples from China, India and the middle east. Plus Russian and Japanese. Talk about from the frying pan into the fire.

This game of race hustling and victim status has a very short life. Whites, or such as is left can and will adapt to future social/ecosystems. But the Africans will be treated as simply parasites by the future rulers of planet Earth.

Well, get it while you can 'cause there is no tomorrow as blacks and third worlders are playing it. They will be at best chattel and at worst grist for the mill of very cold, calculating and truly unsympathetic people.

As mandela's birthday approaches all that is heard on radio and tv is how everyone must contribute to make a better south africa, so we are implored to do 67minutes of community service, like paint hospital ward, pick up litter in black neighbourhoods, basically they want us to do what the inept goverment can not do.

My view is a imminent fight over money, a brutal one, is already underway. BRA cannot survive too many of Sandy Springs. No money. The Black underclass cannot and will not tolerate living in favelas. They demand $200 sneakers (I buy mine for $20 at Big 5) and big flat screen TVs (I still have a perfectly serviceable CRT).

So that whole model, INCLUDING the White business interests in finance, insurance, real estate, and yes media, the FIRE group, will go down too. Because you cannot have Staples Center, or Farmers Field, or whatnot, without BRA or its Mexican equivalent.

This is not South Africa. Blacks are in the minority. Mexicans don't like them, and face a zero-sum game in goodies handed out. We are IMHO approaching a Bastille moment when White tax revolt becomes clear.

That does not mean cross burning Klan Kleagles, but it does mean owing Black people nothing, and being unwilling to pay any more, as we have our own troubles.

This proves that blacks don't meet any logical definition of the concept of "oppression."

When you're oppressed, you demand autonomy, escape from your oppressors, self rule. Blacks would be demanding that a section of the country be given to them as an independent nation, if they really believed themselves to be both oppressed, and capable of taking care of themselves.

But no, they follow whites from city to city like parasites. And now, undertake legal action to prevent whites from escaping them. Who, exactly, is oppressed here?

The group who wants to flee, or the group who won't allow it?

It does no good to form Whitopias if you allow negro populations to move in (as they surely will) to take advantage of everything YT has created. In no time, the whitopia will be dragged down by a parasitical population (causing rotting neighborhoods, rotting schools and high crime rates) and you're back to square one~ looking for a place to move to get away from them.
Until people realize the parasitical nature of the general black population and refuse to tolerate them (much as they'd refuse to tolerate an infestation of ticks, fleas and mosquito's) nothing will be accomplished.

What still concerns me is how few people "get it." It is obvious to anyone with a modicum of sense that BRA will do anything to ensure that white people are made to produce, maintain and pay for a working state, all for the benefit of parasites. Yet few do a single thing about it.

I started a business in Atlanta in 1994 in Sandy Springs. Man, I fell in love with that city! Lakes Lanier and Alatoona within 30 minutes, the North Carolina mountains, the ocean within easy reach and a bustling economy! But the storm clouds were on the horizon.

My first indication of something wrong was Freaknik weekend where thousands of groids descended on the city. Though I was semi aware of the groid problem, I still remained in the thrall of the prevailing zeitgeist. Freaknik hit me over the head with a 2 X 4. And though I continued to move closer and closer to a race realist view I was distracted by 9-11 which diverted my attention.

Today, needless to say, thanks to websites like Paul's, I've fully, unambiguously and unapologetically embraced an unvarnished view of the importance of race.

i'll keep it short today! i don't blame those smart folks in sandy springs for wanting to keep their black neighbors to a minimum. hell who could blame them/anyone!! but the fucked up social justice department run by ERIC "my peeps" with-HOLDER will stop this new style of white flight! even as these mostly white segregated counties would pay taxes out the ass to keep the undesirables out of their communities/counties. gov't will not allow this to happen because the idea might catch on. i don't agree with paying extra to get rid of the negro fatigue. we should not have to give anymore than our fair share. funny how these big time paid black ball-players don't want to live with their own kind, unless they are living next to equally rich blacks.(but that's not racist right?) and i don't see al "not so" sharpton asking for money from these well paid blacks to help their old communities or to build some charter schools. hell spike lee made a movie called do the right thing. funny how most blacks won't practice what they preach. again they don't or won't help their own kind. example standing in line at the store and this old black lady was in front of me. as the line slowly inched forward the black young dude in front of her looked at me to push her wheel-chair forward. he goes to me "yo homie you got her" i said i didn't bring her in here (access driver pushed her in and split back to the handi-van.) i guess the young black dude thought that i wouldn't just go around the rotundness black mess. This is an excellent - and important - point. Sandy Springs is already experiencing an influx of vibrancy, which will only continue to grow until the present city government is replaced with one voted in by the vibrant. There is literally no way to stop them from moving in. The YTs there can try maneuvers like incorporation and privatization of government services but all an enterprising DWL has to do is get a loan from the usual suspects and build some nice section 8 housing there with tax dollars and start importing clients from southern Fulton county. Thus the complexion of the locale changes and the black undertow resumes the giant sucking sound. What are the chances of the GA state government refusing to accept federal money for section 8? As I understand it, if by some miracle they did refuse the money the regime would cut off the federal spigot in all other areas as well.

There is a very high percentile of the white populace who continue to believe all the lies and propaganda such as that being spewed forth in the campaign by the Douchebags of Duluth mentioned on the thread below. The irony (and problem) is that the religious fanaticism of negro-worship is concentrated in the very wealthy whites like those who live in Sandy Springs. I wonder if this is simply a case of DWLs trying to have their cake and eat it too. It could also explain why Eric Holder's cadre of Marxists in the justice department has been so strangely tolerant of what has been going on.

The exact same thing is now happening to the East of Sandy Springs with the City-hood attempt of Brookhaven. Predictably, the lines for/against are divided along color lines. There was even a news story the other night on Dekalb County public works employees enforcing a little-known ordinance against political signs in the 'right-of-way' (i.e. residents front lawns) They have been systematically removing all 'Vote YES for Brookhaven city' signs while leaving the 'vote-no' signs in place.

Since we are on the front lines here in Atlanta, it is only natural that we also lead the vanguard on reclaiming our future.

As for Sandy Springs, it is turning around. As recently as 6 months ago I still considered it a no-go zone. I was there this past weekend and things are starting to look a whole lot BRIGHTER! If they can just get rid of some of those blighted apartments they will be in business...

The powers that be in Atlanta are getting nervous that some folks might have figured out a way to beat the system aka BRA. With public employee unions under attack in states like Wisconsin, and with cities across the country looking to trim budgets, behold a town built almost entirely on a series of public-private partnerships — a system that leaders around here refer to, simply, as “the model.”

Cities have dabbled for years with privatization, but few have taken the idea as far as Sandy Springs. Since the day it incorporated, Dec. 1, 2005, it has handed off to private enterprise just about every service that can be evaluated through metrics and inked into a contract.

To grasp how unusual this is, consider what Sandy Springs does not have. It does not have a fleet of vehicles for road repair, or a yard where the fleet is parked. It does not have long-term debt. It has no pension obligations. It does not have a city hall, for that matter, if your idea of a city hall is a building owned by the city. Sandy Springs rents.

Does the Sandy Springs approach work? It does for Sandy Springs, says the city manager, John F. McDonough, who points not only to the town’s healthy balance sheet but also to high marks from residents on surveys about quality of life and quality of government services.

This is, indeed, "the model" for how municipalities throughout America are going to escape out from under the crushing burden of cushy public employee pensions that are routinely spiked by outgoing departmental leadership. A local business leader in my community (who I admire and respect) has declared that this entire government employee pension issue will be "America's Greece". That is how detrimental he views this to be. I concur in that permitting collective bargaining by public employees was one of the most unhinged notions in modern governmental history.

But that doesn’t mean “the model” can be easily exported…

But by incorporating, the town gets to keep $90 million in taxes a year to spend as it pleases.

Has this financially hurt the rest of Fulton County? It has, says the county manager, Zachary Williams, who calculates that the incorporation of Sandy Springs, and neighboring towns that incorporated after it, cost the county about $38 million a year.

Actually, I'm afraid it is. Blacks expect everything to be handed to them on a silver platter at the expense of others. They used to live in tin-roofed shacks in the deep South, without electricity or running water.  They'll take it back again if the alternatives are to walk into rifle fire or starve.  Remember, they are basically cowards.

Back to the deep South would be an improvement, but off the continent entirely would be better.  We should be looking into private prisons in Liberia, in order to send our Black felons there... and make them pay their own way back after release.  Just the savings from the lower pay of Liberian guards would let us lock up another half-million, or pay their sisters and girlfriends to go join them.

BTW, there is an excellent piece in National Affairs titled The Dead End of Disparate Impact.  Since "disparate impact" doctrine is behind everything from the artificial Black middle class to racially-gerrymandered voting districts, this should be required reading for all race realists.

Romney Wins, Results of Election Blocked.

November 7, 2012 - GOP Candidate Mitt Romney easily won both the popular vote and the Electoral College last night, with the election being called at 10:32 PM Eastern Time. However, first thing this morning, President Obama filed a disparate impact lawsuit, and Attorney General Eric Holder placed an injunction on the election.

"The election is essentially a job interview and evaluation," said President Obama, adding "the results show a clear bias against me."

Attorney General Holder stated, "the process itself is flawed, resulting in a disparate impact upon the black candidate as compared to the white candidate. We have no choice but to demand that the voters develop a new process that will afford black Presidential candidates the same opportunity to receive votes as white candidates."

Mr. Obama is seeking to be re-instated to his position. Should the court proceedings continue past January 20, 2013, he will also be seeking damages covering the time period for which he would have continued to be employed by the American people. Under the disparate impact doctrine, a complainant need not show intentional racial discrimination, or even that actual discrimination occurred in a hiring or promotion process. It is only necessary to demonstrate that a process for hiring/promoting, even one relevant to the job the applicant is seeking, resulted in disparate outcomes between black and white applicants. Legal analysts say, based on precedent, Mr. Obama's case is likely to be successful.

One commonly suggested solution is to allow blacks to vote five times while whites will continue to vote only once. Other solutions include electing co-equal Presidents, one black, one white; allowing Mr. Obama to serve indefinitely along with another President elected every four years, or simply naming Mr. Obama President-for-Life.

The Supreme Court is expected to take up the case soon. On an unrelated note, in his speech this morning, Mr. Obama also announced his intention to name six more Justices to the Court, as the number of Justices is not set by the Constitution. Names circulating include Van Jones, Al Sharpton, Jesse Jackson, Jeremiah Wright, Malik Shabazz, and Michelle Obama.

There was a story in the Washington Post that the population of whites in Prince George's County, MD has reversed a 4 decades long decline. In fact, according to the U.S. Census bureau, the number of whites 19 and under has increased more than in any other jurisdiction in the Washington, DC area. DC itself had the second largest increase. If this can happen in DC and Prince George's County, it can happen anywhere. It's always darkest before dawn applies here.

Towns like this do nothing to help poor whites avoid BRA.

This town isn't a direct victory for whites, only an indirect victory based on money/class. Wealthy blacks can still move into Sandy Springs and bring their perverted values system with them. Witness the story about the wealthy black rapper, in the NYT article, residing in Sandy Springs. Nothing worse than a wealthy black rapper and his offspring. They still worship the culture of criminality and debased cultural values.

Furthermore, it's interesting to note that Sandy Springs has an Anne Frank Museum (lease space in a strip mall) that extracts a payment of $50k from the town every year, as enforced by it's lease terms, in addition to funds raised from residents and businesses. This year an additional $80k was raised. So, if you live in Sandy Springs, which counts "a lot of Jews" as residents, you can expect both a mandated shakedown of $50k from the communities operating funds, as well as social pressure to make private contributions. So much for ultimate operating efficiency going hand-in-hand with the country's foremost privatized community. I wonder what the unspoken penalties are, booth socially or in business, for refusing to make additional contributions to the Strip Mall Anne Frank Museum. Judging by the additional $80k, which is a lot of money raised in such a relatively small community, residents aren't willing to take the risk of discovering them.

CHARLOTTE, N.C. -- Since its founding in the 1990s, Ballantyne has projected an upscale, pre-eminent image.

But the area’s pride as a landmark community recently took a different twist: Some are frustrated because they believe they are neglected by the city of Charlotte.

For the last several months, a group of south Charlotte activists has pushed for what the N.C. League of Municipalities said has never been done in the state: to break away from an existing city and form a new municipality.

The Ballantyne Breakfast Club will hold a meeting on secession Saturday morning at the Ballantyne Hotel, moderated by Republican City Council member Warren Cooksey. He has invited as guest speaker a municipal manager from Georgia who helped create the Atlanta suburb of Sandy Springs in 2005.

The group expects an overflow crowd.

Cooksey, who represents the area that would divorce Charlotte, said he has no position on the matter. But he has researched extensively how the new city would incorporate, and he’s suggested naming the new municipality “Providence.”

The idea had been percolating among some residents for years.

Late last year, County Commissioner Bill James suggested that areas south of N.C. 51 create their own city, and the idea was supported by some activists in Raintree.

The latest proposal is considerably larger.

Cooksey suggested the breakaway city begin south of McAlpine Creek, which would contain about 100,000 people. It would include neighborhoods such as Piper Glen and Providence Crossing.

“I think it’s an idea worth exploring,” Cooksey said. “What is the advantage of someone who lives south of McAlpine Creek to be a resident of Charlotte as opposed to being in a town like Matthews?”

Foxx: ‘It’s a bad idea’

If a new city were formed, some have also expressed interest in breaking away from Charlotte-Mecklenburg Schools.

Though Cooksey has been active in the issue, the entire Charlotte City Council has not discussed it publicly.

Democratic Mayor Anthony Foxx, when asked about the idea of a new city, said flatly, “It’s a bad idea.”

He added he didn’t think state legislators would OK the plan: “That would be taking a gigantic weapon and shooting the economy of the state in the foot in a massive way.”
There are also business leaders who aren’t enamored with breaking away.

Ned Curran is president and chief executive of the Bissell Cos., which helped build Ballantyne and is the major corporate player today. He doesn’t support a new city, saying, “Ballantyne has been good for Charlotte, and Charlotte has been good for Ballantyne.”

But Curran said also there is some frustration in the community after many people saw the value of their homes soar after Mecklenburg County’s 2011 property revaluation. Curran said a proposed 9 percent city property tax increase also has rankled residents.

An unprecedented move

The N.C. League of Municipalities said no part of a city has ever seceded and formed its own municipality, as far as it knows.

As a result, there is uncertainty as to how that would proceed, or whether it would happen at all.
What’s clear is the General Assembly in Raleigh has all the power.

Cooksey believes that the breakaway city of Ballantyne/Providence would follow rules of a legislative commission tasked with vetting municipal incorporations.

That includes taking steps such as submitting a petition with at least 15 percent of registered voters in the affected area and showing that it could provide services such as police, fire, zoning, and street construction and maintenance.

But Frayda Bluestein of the UNC-Chapel Hill School of Government said those rules don’t apply specifically to splitting a city apart. “The legislature doesn’t have to follow that,” she said.

In theory, legislators could vote to divide Charlotte without having to collect petitions or a referendum.

In previous years, that would have been highly unlikely. But the new Republican-controlled General Assembly has made it more difficult for cities to annex surrounding areas, and the Ballantyne-Charlotte issue could play into a GOP theme of local control.

Bluestein said there is now “a different climate with respect to annexation.”

Though the General Assembly could be flexible in how it treated a Charlotte-Ballantyne split, there is one hurdle it couldn’t sidestep:

The N.C. Constitution says that the General Assembly would need a three-fifths majority in both houses to approve the creation of a new municipality that’s within five miles of a city of 50,000 people.

Earlier this year, State Sen. Bob Rucho, a Republican who represents the Ballantyne area, was quoted by a television news station as being open to creating a new city.

“If they were to approach me, I would do what I could to assist them,” Rucho said.

State Rep. Ric Killian, a Republican who represents much of the Ballantyne area, supports the idea of a new city if residents feel ignored.

He said the first priority for local governments should be to give south Charlotte residents more of a voice in government. He said Charlotte’s current 9-2 Democratic majority on the City Council isn’t “fair.”

“There are parts of city and county that aren’t having their voices heard,” said Killian, who is running for the 9th Congressional district. “That’s causing the consternation across the county.”

Killian said if that doesn’t happen, he would support giving residents a vote on whether they want to leave Charlotte and form a new city.

Council representation

Charlotte’s Democratic super-majority does indeed make it difficult to advance a conservative agenda. But it’s unclear whether there is anything unfair about how districts have been drawn.

There are four at-large council seats, which are chosen by all city voters. All seats were won by Democrats in the 2011 election.

There are seven district seats, with two controlled by Republicans.

One of the GOP-controlled seats is south of N.C. 51, in Ballantyne, which is held by Cooksey. The other is made up of SouthPark and Myers Park and held by Republican Andy Dulin.

Former City Council member Edwin Peacock, a Republican who lost his at-large seat in 2011, said it’s not possible to create more GOP-leaning districts without jeopardizing the two safe GOP seats that already exist.

“Here is the fundamental problem: 27 percent of Charlotte is Republican,” Peacock said.
He added that Charlotte should stay together.

“Look at Atlanta – they have Sandy Springs, Alpharetta. All those fractured counties,” said Peacock, who also is running for Congress. “It’s a recipe for disaster.”

Property tax increase

The rumblings about a new city coincide with City Manager Curt Walton’s plan to spend more than $900 million this decade in some of the city’s struggling neighborhoods.

Walton’s plan calls for a 9 percent property tax increase, which would fund the sale of bonds in 2012, 2014, 2016 and 2018.

While past bond referendums have called for spending money throughout the city on sidewalks, sewers and roads, the latest capital program is different.

While much of the spending would be on those nuts-and-bolts items, the city would spend money also on some high-profile projects, such as $119 million for a streetcar and $25 million to help pay for a remodeling of the Bojangles Coliseum in east Charlotte.

Walton has said the city’s current fiscal condition – with south Charlotte neighborhoods paying roughly half of the property taxes – is “unsustainable.” He believes to thrive the city most invest in older, less affluent areas.

But that plan means to Ballantyne-area residents they would be asked to pay much of that bill.

South Charlotte residents David and Kathy Graham said the proposed tax increase would be difficult to pay for many.

“The majority of people are not getting increases in revenue to absorb (higher taxes); they’re trying to figure out how to do the same with less,” Kathy Graham said.

Their property tax bill went up $400 due to the county revaluation, she said.
But David Graham said he’s not sure seceding from the city would solve these problems.

“I think it’s interesting, and I think the talk about it raises awareness and intensifies the concerns about south Charlotte being a cash cow,” he said. “But I don’t know if (secession) is in the best interest of all of us.”

The city has not formally taken part in the breakaway discussion, and hasn’t released a tally of how much it has spent in far south Charlotte on roads, sidewalks, sewers and police and fire protection.

If the city were to split, Charlotte likely would seek some form of compensation from the outstanding debt that was taken with citywide votes. In an email, Walton said, “I can’t speak to what the city might seek reimbursement for because there’s been no discussion of it.”

Who would produce their music, work in their corporate chained stores, watch their children, take car of their aging parents in old folks homes. Wash your balls at the hospital after your DUI induced car wreck that left you a cripple, play professional sports (all most all sports top players are people of color, except hockey and swimming ).

Basicly their is a reason their is a under class and that the minority usually fills this roll in apart all cultures except apartheid south Africa (that did not turn out to good for the avg white guy once the system failed , he got his ass chopped up and his life work taken for the sins of his father/grand father)
