There's not much to add, except to state this is exactly why negro fatigue exists in America. [The cost of Black America, Vox Day, June 30, 2017]:
If you are a white American, over the course of your lifetime the federal government will, on average and on your behalf, transfer $384,109 of your wealth and income to a single black individual.
Over the course of an average 79-year lifespan, a white individual contributes a net $220,805 to the system, whereas over the course of an average 75-year lifespan, a black individual receives a net $751,200. However, since there are 4.6 times more whites than blacks in the USA, the black share has to be divided among the various contributors to sort out a one-to-one comparison.
So, the net cost to the average White American of the average Black American is $384,109. Married? That's $768,218. Got 2 kids? That's $1,536,436. 4 kids? Now we're talking $2,304,654 lifetime.
Diversity is expensive. Now you understand why you won't have much of an inheritance to leave to your children. Do you really think it's worth it? And then, those natural conservatives to the south, the Hispanics, will surely improve the situation, right? After all, immigration helps the economy! Well, not so much.

In fact, because there are more Hispanics in the USA than Blacks, Hispanics are already a bigger cumulative net drain on the economy, $411,950,000,000 to $389,710,000,000.
Needless to say, the ongoing demographic change from a predominantly white society to a less productive, less white one can be expected to have even more serious negative effects on the long-term economic prospects of the United States that it already has.
To quote the original author: "The negative fiscal impact of blacks and hispanics is significant. All of this discussion of a “national debt” and “deficit” is primarily of function of blacks and hispanics. Without them, we would be running budget surpluses today, even when keeping the military the same size."

Memphis, of course, doesn't have a gun violence problem, it has a black violence problem.
The study is quiet on the number of victims and the number of white people who were self-inflicted gunshot victims (no one cares about the white death happening nationwide)
As you know, we get an editorial from the Memphis Commercial Appeal, LOOKING AT MEMPHIS’ BROADENING EPIDEMIC OF GUN ASSAULTS, but this piece fails to note the racial group behind primarily every nonfatal and fatal shooting: blacks. But what is incredible is the latest part of the series entitled, TRAUMA CARE: "YOU HAVE TO BELIEVE DEEP DOWN INSIDE THAT YOU CAN SAVE THEM"
The piece confirms not only are black people responsible for all of the gun violence in 65 percent black Memphis, but the extraordinary cost uninsured blacks who are victims of this black gun violence cost the tax payers of Shelby County.
At the hilariously named Elvis Presley Memorial Trauma Center in Memphis, 93 percent of the gunshot victims emergency room doctors and nurses see are black (obviously, white suicide attempts via gun shot are the unspoken remainder of much of the gunshot trauma victims, but no one wants to talk about white people killing themselves because so much of the mainstream media and academia promotes this idea as positive way to end white privilege), and the stunning cost of patching up these black victims of black gun violence is staggering:
As LaRhon Threalkill pulled himself by his elbows along the dining room floor, his legs dragging uselessly behind in a trail of blood, he sensed time was running out.
“I thought I was going to die. I couldn’t move. I felt like this was it,’’ says Threalkill, shot seven times and left for dead during a 2015 robbery.
“But something told me, ‘No, LaRhon. There’s more fight in you. You can’t just allow yourself to die and end your life like this.' ’’
Extraordinary will and good fortune helped save Threalkill’s life that night after he invited an acquaintance into his Southeast Memphis home.
But an investigation of medical records by The Commercial Appeal reveals he and a legion of other shooting victims are evidence of a wild card in Memphis’ battle to reduce a murder rate that far exceeds state and national averages: improvements in trauma care.
Simply put, improving surgical skills and techniques at The Regional Medical Center's Elvis Presley Memorial Trauma Center are impacting the city’s homicide rate.
Injury-related shootings grew as much as one-third in Memphis between 2006 and 2015, yet the murder rate fell nearly five percent, according to the newspaper’s analysis of crime statistics and more than 5,500 cases from the hospital’s trauma registry.
Over the same period, the mortality rate of gunshot victims admitted to the hospital — known as The Med until a recent rebranding — dropped from nearly 17 percent to nine percent.
Those trends emerge from an examination of outcomes for gunshot victims treated over a decade — a roster of tragedy and hope: 786 deaths, 4,767 survivors.
For those like Threalkill who survive, life often poses extreme challenges — a long and painful rehabilitation and enormous financial cost.
Paralyzed from the waist down with two bullets still embedded in his spine, Threalkill faced medical bills totaling nearly a half-million dollars at the medical center, alone.
Because he initially had no health insurance, much of that cost was absorbed by the publicly subsidized hospital, where shootings account for $25 million a year in uncompensated care — costs that are passed on in the form of higher taxes and healthcare costs.
But all those miracles, all those successes treating “penetrating trauma,’’ come at a cost.
Paper copies of Threalkill’s medical records weigh 69 pounds.
His initial three-week hospital stay cost $163,000.
Repeat inpatient stays for follow-up surgery and care over the next two months added another $169,000. A five-week inpatient rehab tacked on $159,000. In all, more than $491,000.
And he’s just one patient.
Gunshot victims arrive like clockwork at the medical center, a non-profit facility that receives $28.4 million a year from Shelby County government. Its records show two other gunshot victims were admitted that same day, July 15, 2015.
One was sent home a day later, the other to jail. Two more were admitted the following day: One died, one survived.
During Threalkill’s initial three-week stay, 39 other gunshot-wound patients were admitted.
Over the course of the year, the hospital registered 732 gunshot patients — more than two a day. These numbers don’t include many others treated and released for minor injuries such as flesh wounds.
During the decade examined by the newspaper, spanning 5,553 patients, 270 spent at least a month at the medical center.
The typical daily cost: $666. A day in ICU, where many start, costs much more: $7,512.
More than 312 spent a week or more on a ventilator at a cost of about $7,500 a week.
Eighteen were transferred to skilled-nursing facilities: As much as $500 a day.
An additional 245 went to rehabilitation: $2,253 a day.
Many of those bills were never paid.
One of the unspoken reasons America's healthcare system is collapsing is because of the strain black violence in urban areas puts on hospitals and trauma centers, as this micro-look at black dysfunction being treated by white taxpayers at the Elvis Presley Memorial Trauma Center in Memphis illustrates.
Memphis doesn't have a gun problem.
Memphis doesn't have a violence problem
Memphis has a problem with black people using guns to commit violence.
And 65 percent black Memphis has a problem with black people using guns to commit violence against other blacks that, ultimately, white taxpayers are forced to subsidize the trauma care, recovery, and lifelong healthcare.
Insanity personified?
Yes.
But this same pattern is repeated in major cities with large black populations nationwide: trauma centers in Baltimore, Atlanta, Birmingham, New Orleans, Chicago, NYC, Washington D.C., Baltimore, Philadelphia, Indianapolis, Richmond, Charlotte, Nashville, Omaha, Dallas, Houston, Orlando, Miami, Cincinnati, Los Angeles, and Cleveland are all burdened with patching up black victims of black gun crime that anti-white liberals blame on guns and the 2nd Amendment.
Wrong.
All of the aforementioned, just as in Memphis, do not have a gun problem.
They do not have a violence problem
These cities, just as in Memphis, have a problem with black people using guns to commit violence.
There's a simple solution to all of this: remember the 2nd Amendment, as written, only applied to white males (consult the Naturalization Act of 1790). Return to the concept of liberty the founding fathers intended and make it a criminal offense for any black person to posses a firearm.
Birmingham, Alabama. That oh-so-lovely 73 percent black city helping birth the current paradigm white people regrettably are forced to endure until it collapses under its own weight. And it will.

When you visit the Birmingham City Government website, you learn the tagline for the city is "Where Freedom Lives."
Truly in this 73 percent black city, whose citizens help Birmingham rate extremely low on nearly every metric qualifying quality of life, is where black freedom lives and what black liberation looks like, for in the absence of white people, a uniquely African world has emerged.
With a black mayor and seven of nine black city council members, what little legitimate economic activity exists in the 73 percent black city is heavily influenced by white people and their purchasing power.
Which makes Birmingham attracting a Topgolf venue so interesting, because this will only entice whites who rebuilt the city in places like Vestavia Hills, Mountain Brook, and Homewood to venture back into The Magic City.
Topgolf is at risk of losing $1.5 million in financial incentives it received from the city of Birmingham to build a 65,000-square-foot facility near the Birmingham-Jefferson Civic Center Authority downtown.
City officials say Topgolf has failed to comply with terms of the project agreement by not hiring minority-owned contractors and subcontractors.
In a letter to Topgolf dated June 16, Birmingham Mayor William Bell said the entertainment company hasn't provided any reports to the Birmingham Construction Industry Authority on the hiring of minority contractors.
Topgolf also hasn't provided information that would have allowed BCIA to help minority and disadvantaged business subcontractors with the preparation of bids for the project, the letter states.
Topgolf agreed that at least 25 percent of their contractors/subcontractors working on the Birmingham construction would be minority-owned, city leaders said.Topgolf was given 30 days upon receipt of the letter to comply with the requirements of the agreement.
"In the event that Topgolf fails to cure the default, the city will be forced to exercise its remedies under the agreement, including termination of the agreement," the letter states.
The Birmingham City Council approved the financial incentives in November.Under the agreement, the incentives would be paid in annual installments, not to exceed $228,000, for the next eight years. Each payment is equal to 30 percent of the sales tax revenue generated to the city by the project.
The entertainment complex is under construction on BJCC-owned property at 24th Street North and 12th Avenue North. It is expected to be open by the end of the year.
The high-tech driving range will feature a full-service bar/restaurant, a 2,900-square-foot corporate and event meeting space and lobby.
The Topgolf entertainment complex is anticipated to create an economic impact of $264.5 million over 10 years to the Birmingham economy.
The city could see more than a quarter of a billion economic impact over 10 years by opening this business catering almost exclusively to wealthy white people, and the black controlled government worries that playing a similar minority-contract shakedown game as Atlanta has done for decades will negatively impact blacks.
Insanity.
Absolute insanity.
In a city where black freedom lives and what black liberation looks like, we learn Martin Luther King's dream was nothing more than a nightmare for white people, who are voiced to not only worship this prophet as some sort of deity, but create a religion of being color blind while every racial group is allowed to promote their racial interests and judge us exclusively via our color.
Absolute insanity.
But Birmingham offers a reminder to white people they will get no special concessions when they achieve minority status in the United States. Perpetually advancing the interests of non-whites must always be the standard operating procedure for white people in the USA.

The paper can't admit blacks are behind almost the violence in Memphis is the same paper that apologized for noting Black Lives Matter influenced black male targeted white cops in Dallas in July of 2016
We learn in the first installment, Murder Mystery: When Does it Stop?, that commercial interests in the 65% black city keep the tourists areas - where white people flock to spend money and help create a semblance of an economy in the city - a veritable army of police and surveillance equipment is deployed to stop black criminality from destroying this cash cow:
According to 2015 FBI statistics, Memphis’ rate ranked 12th among 112 cities with at least a 200,000 population, well behind St. Louis, Baltimore, Detroit and New Orleans, but at 21 deaths per 100,000 residents far exceeding national and state averages.
Even with its record, 228 homicides last year (the murder rate, still not officially calculated, is expected to exceed 29, the highest in 23 years), the city still won’t top the list, but the granular details lay bare any relief Memphis can feel for having shed its once perennial label as the nation’s deadliest city:
Eight of ten homicide victims over the past decade were killed with a firearm.
More than 800 shooting victims have died at the Regional Medical Center since 2006.
Victims arrive at the hospital’s Elvis Presley Memorial Trauma Center with far more wounds than a decade ago, reflecting the availability of semiautomatic weapons.
The shooters are getting younger: on average 23 now versus 26 just eight years ago.
While Downtown, the epicenter of Memphis’ $3 billion-a-year tourism business, is routinely deemed safe because of the blanket of police protection and cameras, that description is relative amid such violence: there were 14 homicides recorded in five years.
Within a two-mile radius of Graceland, a magnet for international visitors, an additional 29 died, according to the newspaper’s analysis; none on Elvis Presley Boulevard or near the mansion but in the surrounding neighborhoods.
Combining MPD homicide records and census data over a five-year stretch between 2011 and 2015, the newspaper found 48 census tracts where the murder rate topped 30 per 100,000 — six times the national rate — largely the result of a toxic mix of economic decline and easy access to firearms.
Over those five years, no neighborhood recorded a higher murder rate than Klondike in North Memphis, where a devastating exodus of residents began in the 1970s as nearby industry shuttered.
Oddly no mention of the race of the individuals behind the violence is mentioned in the article (collectively showcasing just which racial group might just - perhaps - have a predisposition for violence) or the series save one slip... one tiny slip of the truth.
In all, more than 25,000 assault victims were listed by MPD as shot or shot at between 2006 and 2015; more than enough to fill every seat at the city’s three major Downtown venues — FedExForum, The Orpheum and the Memphis Cook Convention Center’s Cannon Center. Another 3,400 robbery victims were shot or shot at - 28,400 victims in all.
Of them, 6,258 were transported to a medical facility — on average more than one a day for the 10 years examined.
The victims were most often African-American (93 percent), young (median age 24), and male (88 percent).
“It’s driving the violent crime (rate) up,” said retired University of Memphis criminologist Richard Janikowski, who consulted with the Memphis Police Department for years.
“We can try to explain it away in a couple of different ways, but the reality is Memphis has a lot of aggravated assault.
“People just need to confront that. … If you aren’t willing to grapple with that you’re never going to be able to design effective intervention, prevention or policing strategies.’’
93 percent of those transported to a medical facility were black, but the Memphis Commercial Appeal makes no effort to tell us who was responsible for the shootings.
A gun isn't the problem, as it's just the tool used in an assault. The problem is the person pulling the trigger, and we know virtually every person arrested for a homicide or nonfatal shooting in Memphis is black.
So why is the Memphis Commercial Appeal afraid to document the truth about just who/whom is responsible for the violence in the city of Memphis (hint: blacks)?
This is why we coined the term of America being irredeemable long before Hillary Clinton decided to use this rarely used adjective to describe Trump supporters.
Pittsburgh is 64.8 percent white and 26 percent black... in 2015, 93 percent of known homicide suspects were nonwhite (low clearance rate in the city for homicides, entirely due to the black population protecting black criminals). Here's the simple truth: 85 percent of the city's 311 homicides between 2010 - 2015 had a black victim and 97 percent of the unsolved homicides (143) had a black victim. Judging by the racial data of known homicide offenders, it's quite clear close to 90 percent of homicides in the city of Pittsburgh are committed by blacks.

Why make this assertion? Because the City of Pittsburgh Department of Safety Annual Report actually breaks down violent crimes arrests by race, presenting the discernible individual with a picture of the racial reality of crime in the 64.8 percent white and 26 percent black city...
So here's the data for 2015, a year where police brass bragged about Black Lives Matter allied organizations holding conventions in the city:

70 percent of those arrested for aggravated assault were black
54 percent of those arrested for burglary were black
80 percent of those arrested for weapons offenses were black

Violent crime in the 65 percent white city of Pittsburgh is largely committed by blacks, who represent a clear minority of residents. It is this racial group whose contributions of lawlessness are keeping homicide detectives busy.
Again... what are the benefits of diversity? Why do we continue to pretend the black population of America is our greatest untapped asset instead of the most obvious liability on not just our present, but our future?
Sometimes you find a sliver of data, a piece of a puzzle you thought was permanently missing. In New Orleans, a 60 percent black city, long have I looked for police data on the race of suspects involved in homicides and nonfatal. Again, if - via pattern recognition - observable facts can be gathered regarding a particular racial groups penchant for violence, then wouldn't it be prudent to pass laws protecting other (docile) racial groups from this wanton chaos?
New Orleans has a low clearance rate for both homicides and non-fatal shootings (37.6% and 24.3% respectively).
What's definite is the race of the victims (91.9% of homicide victims were black and 93.8% of nonfatal shooting victims were black)
Of known murder suspects, 94.9% were black and of known nonfatal shooting suspects, and 95.5% of nonfatal shootings suspects were black. With just over 60 percent of homicides unsolved and more than 75% of nonfatal shootings unsolved (and with violence involving a white suspect normally solved quickly because it involves either a spouse or family member), it's quite obvious blacks are responsible for close 98% of homicides and nonfatal 99% of nonfatal shootings in New Orleans. Call the major of error plus or minus 3.5....

Murder Victims
As illustrated in Graph 25 (below) and Graph 26 (page 42), victims were predominantly
male (88.2%) and African-American (91.9%). Across all victims, the mean age was 30.0
years (median: 27.0, range: 1-99). About one-fifth of victims (19.7%) were under the
age of 21, 36.7% were aged 21-29, 43.6% were aged 30 years of age or older (see
Graph 27 on page 42).
The majority of victims had a documented history of ever being arrested (79.8%; see
Graph 28 on page 43), about half had ever been arrested on a drug-related charge
(54.6%; see Graph 29 on page 43), slightly less than a third had ever been arrested on
a gun-related charge (30.3%; see Graph 30 on page 44), and 12.4% had been
convicted of a gun-related charge (see Graph 31 on page 44).
Murder Suspects (based on cleared 2012-2013 cases through January 6, 2014)
As seen in Graph 32 (below), 37.6% of murders that occurred in 2012-2013 were
cleared as of January 6, 2014 (includes cases cleared by arrest, warrant, or indictment;
officer-related shooting; or suicide)4. Almost half (44.5%) of the murdered victims had no
identified suspects as of this date, while 17.9% of murder victims had an identified
suspect who had not yet been charged. In all, 157 unique suspects had been arrested
for 2012-2013 murders as of January 6, 2014. These arrests cleared 129 murder
victims across 119 unique incidents.
As shown in Graph 33 (page 46), most suspects who were arrested for a murder that
occurred in 2012-2013 were male (86.6%) and African-American (94.9%; see Graph 34
on page 46). Over two-fifths of the suspects (42.0%) were under the age of 21
(median=22.0 years; mean=24.0 years; range: 14-55) (see Graph 35 on page 47). We
also examined the age difference of victims and suspects (see Graph 36 on page 47).
Two-thirds (65.5%) of suspects were younger than their victims, 6.5% were the same
age, and 28.0% were older than their victims. On average, suspects were 5.1 years
younger than their victim (median: 5.0 years younger; range: -48 to +38 years).
Non-Fatal Shooting Victims
As illustrated in Graph 55 (below), victims were predominantly male (87.9%) and
African-American (93.8%; see Graph 56 on page 65). Across all victims, the mean age
was 25.5 years (median: 23.0, range: 4-67). Over one-third of victims (37.7%) were
under the age of 21, 35.5% were aged 21-29, 26.6% were 30 years of age or older (see
Graph 57 on page 65). Two victims’ age remain unknown.
NON-FATAL SHOOTING SUSPECTS (cleared cases through January 6, 2014)
As seen in Graph 62 (page 69), 24.3% of non-fatal shooting cases that occurred during
2012-2013 were cleared as of January 6, 2014 (includes cases cleared by arrest,
warrant, or indictment; officer-related shooting; or suicide)5. Almost three-fourths
(73.1%) of the cases had no identified suspects as of this date, while 2.6% of cases had
an identified suspect who had not yet been charged. In all, 155 unique suspects had
been arrested for non-fatal shootings that occurred during 2012-2013 as of January 6,
2014. These arrests cleared 172 non-fatal shooting victims across 116 unique incidents.
Most suspects who were arrested for a 2012-2013 non-fatal shooting were male
(90.3%) and African-American (95.5%) (see Graph 63 on page 69 and Graph 64 on
page 70). Over two-fifths of the suspects (45.2%) were under the age of 21 and 82.0%
were under the age of 30 (median=21.0 years; mean=24.3 years; range: 14-62) (see
Graph 65 on page 70). We also examined the age difference of victims and suspects
(see Graph 66 on page 71). Half (49.8%) of suspects were younger than their victims,
10.0% were the same age, and 40.3% were older than their victims. On average,
suspects were 2.1 years younger than their victim (median: 0.0 years younger; range:
-42 to +34 years). It shouldn't be hard: when almost all gun violence - homicides and nonfatal shootings, as verified by the mayor of New Orleans strategic command to reduce violence - is committed by blacks, shouldn't our legislative efforts be to not only disarm blacks, but protect the dwindling white population of NOLA from black violence? Our missing puzzle piece for violence in present-day New Orleans helps us understand why white southerners long ago passed laws to protect their lives, property and posterity from noticeable levels of black crime/dysfunction then.
Accelerationism. There are no brakes to what's coming. We can't stop it, nor should we.
But we can survive it. In so doing, we win. Case in point, majority-minority Philadelphia (43 percent black, 38 percent white), where the Democrat Party has just nominated as virulently anti-cop, pro-Black Lives Matter candidate for district attorney. A man who, as the New York Times reported, has labeled law enforcement "systemically racist." [FOP prez calls vulgar chanters at Krasner victory party 'parasites of the city', Philly.com, May 17, 2017]:
The head of the city's police union said the supporters of Larry Krasner for district attorney who chanted a profane slogan about the Fraternal Order of Police and also chanted "No good cops in a racist system" at Krasner's Democratic primary victory party Tuesday are "the parasites of the city."
"That's what the campaign surrounded itself with," said John McNesby, president of FOP Lodge 5. "That's what we'll have to deal with until the campaign is over."
Officer Eddie Lopez Sr., president of the city's Spanish American Law Enforcement Association, called the chants "disgusting."
"It's disheartening and it's disgusting because whether anybody wants to believe it or not, they're going to take this win as 'Now we have somebody on our side, not the police's side,' " Lopez said.
In an emailed statement Wednesday, Val DiGiorgio, chairman of the Republican Party of Pennsylvania, said Democrats who selected Krasner "have added to a dangerous anti-police atmosphere in our country."
"The chants at Larry Krasner's victory party attacking our brave police officers are disgusting and despicable, and frankly scary," DiGiorgio wrote.
"Their profanity ridden chants show the current state of Philadelphia's Democrat Party — a party that lacks a more compass and has zero respect for law enforcement."
Krasner, 56, is a defense attorney who has represented many civil rights cases and has sued police and the government more than 75 times, defending everyone from Occupy Philly protesters to Black Lives Matter activists.
Ben Waxman, a spokesman for Krasner's campaign, said in an emailed statement that Krasner has the "highest regard for the vast majority" of Philadelphia police officers.
"He will have their back," Waxman wrote. "But he has also been clear that he has zero tolerance for public misconduct, brutality, or corruption. It's ludicrous to suggest that those things can't coexist."
The FOP had endorsed Rich Negrin, the city's former managing director, for district attorney, as had the Spanish American Law Enforcement Association and the Guardian Civic League, which represents the city's black police officers.

Two more suspects were arrested in connection with an unprovoked attack on a 33-year-old Baltimore City Health Department employee downtown.
Surveillance video captured the assault and robbery of the victim around 1 p.m. on June 9 at Baltimore and Commerce streets, police said. Police said tips from the community started rolling in as soon as the first surveillance video was released.
"One piece of it started the entire ball rolling, and we were able to close that," Chief Stanley Branford said.
Devonte Parker, 16, turned himself, while Quanel Randle, 16, was arrested Monday, police said.
Two more 16-year-old suspects -- Dewayne Lashley and Steven Chalk -- were arrested Wednesday morning, police said. Their booking photos have not yet been released by police.
This white guy was attacked at 1 p.m. on a weekday in downtown Baltimore (a 70 percent black city) and he is employed to oversee various "anti-violence programs at the Health Department."
An assistant city health commissioner who oversees anti-violence initiatives was assaulted Friday in downtown Baltimore on his way back to work after having a sandwich for lunch.
Greg Sileo, who is recovering from multiple facial fractures, swelling and bruising, said he does not remember the attack, but according to police, he was assaulted at 1 p.m. by a group of juveniles at Baltimore and Commerce streets. The teens took his two cellphones and his wallet, Sileo said.
"I think we need to look into what is causing people to engage in this kind of behavior," Sileo, 33, said Saturday after being discharged from the Maryland Shock Trauma Center. "A couple of young guys stealing my cellphones and ending up in jail doesn't seem to be worth it."
Sileo, who ran for a South Baltimore City Council seat last year, oversees various anti-violence programs at the Health Department, including the Office of Youth Violence Prevention and Safe Streets. He also is president of the Locust Point Civic Association.
Remember what happened to Rikki Spector, an 80-year-old a white female member of the Baltimore City Councilwho found herself carjacked and viciously assaulted by two black "teens" (13 and 15 years old) inside her secure parking garage? It was roughly 10 a.m. in the morning when this attack happened. The 80-year-old white woman was pulled out of her car, slammed to the ground and punched in the face by these black males. The other teen ran from the scene." Both of the black "teens" are in custody, but what happens next in the story makes this one of those you'll never, ever forget. Former Baltimore City Councilwoman Rikki Spector, the victim of an attempted carjacking earlier this month, attended a hearing Tuesday for one of her accused attackers.
Still upset over what happened Dec. 2, Spector is keeping close tabs on the teenagers charged with attacking her, and on the juvenile-justice system."I want to know how this can be righted," Spector said.
Determined to make a difference, Spector went to juvenile court Tuesday for a detention review for one of the teenagers charged in the assault and attempted carjacking that left her battered and bruised. The former city councilwoman is now advocating for change in the juvenile-justice system.
"The system isn't working for the kids, not working for us. You can look at me and see that," Spector said.
Boys ages 13 and 15 are accused of attacking Spector inside a gated, guarded and patrolled garage near her home. She struggled with the teens as they tried to steal her car.
The dwindling white population of Baltimore - less than 25 percent white in 2017 when in 1917, the city was nearly 90 percent white - is completely hostage to the black majority.
This is a microcosm for white America's future as a minority in the land their ancestors built.
One hundred years ago, Baltimore was nearly 90 percent white. White people were in complete political control of the city, and they passed zoning laws to protect their posterity from black dysfunction and black crime, which was noticeable via pattern recognition.
Laws and social policy should exist because of pattern recognition (to protect not only the present status quo but guard against preventable evils for future generations as well); totalitarian thought control and political control exist today to stifle the observation of pattern recognition. One hundred years ago, nearly 90 percent white Baltimore saw the construction of the city's water infrastructure, which is still in use today.

Of course, the city is 70 percent black today, and losing citizens (it's white population is below 25 percent and dropping) on a daily basis. With this new black majority, comes hilarious challenges only possible when a white majority is absent, namely the ability to provide sustain a first world quality of life. As Baltimore continues to raise its water rates for city customers, the public works department has set a goal of doubling enrollment in discount programs to help the poor and the elderly.
But even if the city hit that target — and records show it is not close — it would be missing tens of thousands who could qualify for reduced monthly bills.
Nationwide, water rate increases are outpacing inflation, pushing bills to levels in the next five years that researchers say could become unaffordable for one in three U.S. households. In Baltimore, rates are scheduled to rise this summer and again next summer, doubling the cost of water in just eight years.
Baltimore officials say they're eager for needy customers to sign up for the discount programs. Critics say they're not doing enough to make that happen.
Adding urgency: Customers who fail to pay their water bills may eventually lose their homes to tax sale.
"It's definitely clear that a lot of people have no idea that discounts are available," said City Councilman Kristerfer Burnett, who represents West Baltimore. "In my position, we take a lot of those calls for help. I am very well aware of the impact that the rates have had on people.
"When you talk about the prospect of a tax sale, it is deeply troubling."
Officials say they are in a bind: Rate increases are necessary to fix the city's century-old water infrastructure and pay for more than $2 billion in federally required repairs to stop sewage from entering the city's waterways. But the increases have made it more difficult for Baltimore's sizable low-income population to make the payments.
The city offers three discount programs to help the poor pay their water bills.
Officials have set a goal of enrolling 10 percent of customers — roughly 20,000 water accounts.
But at most, public works figures show, 8,800 water accounts are enrolled.
Far more would likely qualify. Many more Baltimore households are enrolled in state utility discount programs, which have similar eligibility criteria.
Some 21,000 city households are in Maryland's electricity and heating financial aid programs. A spokeswoman for the state Department of Human Resources said internal figures indicate as many as 60,000 households could be eligible.
Public works spokesman Jeffrey Raymond said the agency wants everyone who is eligible for discount water programs to enroll, but he put the onus on customers to sign up. Customers who have trouble paying their bills should contact the department.
"By all means: Let us know," Raymond said. "We want to make sure we're hearing from people who need assistance."
He said the city's new meters and billing systems have empowered water customers by giving them information about their usage, including signs to spot potential leaks. The information can help customers figure out how to change their habits and identify plumbing problems to reduce their bills.
The public works department engages in a variety of efforts to market the financial aid programs and get people the discounts, Raymond said. Officials distribute fliers to senior centers and nonprofits, keep applications on hand in the office at 200 Holliday Street and train customer service representatives to screen people for the programs.
The city's discount plans target families that make less than 175 percent of the poverty rate and poor senior citizens. Raymond said the programs cost the city roughly $1 million in revenue each year.
Raymond said the agency is considering assembling lists of potentially eligible customers by looking at who is signed up for other anti-poverty programs.
About 4,100 accounts are enrolled in the Hardship Exemption Program, which excuses low-income water customers from paying a monthly fee for environmental cleanup, which is a maximum of $15 a month.

Baltimore has 622,793 people living in the city, and 20,000 households enrolled in discounted water bill program represents only three percent of the city, but how many people live in each of these households and enjoy virtually free potable on the (shrinking) tax payers dime?
Say on average five people reside in each of the 20,000 eligible households receiving discounted water bills, then you are talking about 16 percent of the city's residents basically receiving free potable water.
Adds up quick.
All in all, the quality of life and conditions found in 70 percent black Baltimore in 2017 are a reminder why white people in 1917 Baltimore (nearly 90 percent white) passed laws and social policy to exclusively protect their interests and their posterities future.
And the civil rights revolution not only did away with those sane policies protecting western civilization, but ushered in a world where black people have a right to free potable water...
